To configure Microsoft Family Safety on Windows 11, add your child as a member of an adult organizer’s Microsoft family group, connect the child’s account to the PC, and keep that Windows account as a standard user. Then set device screen time, per-app or game limits, and activity reporting separately.
What you need before setup
- An adult Microsoft account to act as the family organizer.
- A Microsoft account for your child, so they can accept the family invitation and sign in to Windows.
- Access to the Windows 11 PC you want to connect.
The organizer account is the control center for adding family members, managing permissions and limits, and viewing activity when reporting is enabled. Microsoft’s family site is account.microsoft.com/family.
How do I add my child to Microsoft Family Safety?
- Sign in to Microsoft Family with the adult account that will be the organizer.
- Select Add a family member.
- Choose the Member role, enter your child’s Microsoft account email address or phone number, and send the invitation.
- Have your child accept the invitation by signing in to their Microsoft account.
Only organizers can add family members. Use the child’s account as a member rather than giving the child organizer access.

- On the PC, open Settings > Accounts > Family & other people.
- Under Your family, select the child’s account and choose Allow if prompted.
- Have the child sign in to Windows with that Microsoft account. The PC should then appear among the child’s connected devices in Family Safety.
Keep the child’s Windows account as a standard user, not an administrator. Microsoft warns that Family features may not work properly for an administrator account. The device must be connected to the family group for screen-time and app or web filters to apply.

Set whole-device screen time
In the Family Safety app or on the family website, select your child, choose the Windows platform, and open the screen-time controls. Set the permitted hours or daily time allowance. You can tailor the schedule by day or apply a schedule to additional days.
This is a device-level schedule: it governs use of connected devices, rather than a separate allowance for each app. Configure app and game limits separately if you want different allowances for particular titles.

Set app and game limits
Select your child and the Windows platform, then open Apps and games. Enable limits and set an allowance and schedule for each app or game you want to manage. These limits are distinct from whole-device screen time and can also vary by day.
App and game time limits do not apply to websites. You can block related websites through the app or game settings, but that is a content control, not a website time allowance.

Turn on activity reporting
For the relevant platform, select your child in Family Safety and enable activity reporting. An organizer can view reported app, game, screen-time, and supported-browser web and search activity. Only organizers can enable or disable reporting and view these reports.
Web and search reporting depends on the child being signed in to their Microsoft account while using a supported browser. Web filtering is also limited to supported browsers; Family Safety should not be treated as monitoring or filtering every browser.

Know which control does what

Why aren’t Family Safety limits working?
- Confirm the family connection. Check that the child is still in the family group and that the PC appears among the child’s connected devices.
- Check the Windows account type. The child should use a standard account; administrator status can interfere with Family Safety.
- Check account verification. Microsoft advises confirming the child’s account is verified.
- Remove and re-add the limits. If the account and device are set up correctly but a control still does not apply, try removing that limit and configuring it again.
- Allow for signed-in idle time. Microsoft says signed-in time can count toward a limit even while the device is idle, while an activity report may show much less active use. A difference between a limit and the report does not necessarily mean the report is measuring the same thing as enforcement.
Age and location can affect consent and reporting
Consent and activity-sharing settings vary by age and jurisdiction. Microsoft’s troubleshooting guidance says children at or above the applicable age may opt out of activity sharing; it gives age 13 for the United States and notes that the threshold may differ elsewhere under local rules. Do not assume the U.S. age applies in every country.
