At Semicon India 2025, Prime Minister Narendra Modi presented India’s semiconductor mission as a bid to build a broad chip ecosystem—not simply to announce one factory. He pointed to 10 projects and $18 billion (more than ₹1.5 lakh crore) in investment, according to his September 2 speech, and described work spanning chip design, manufacturing, packaging, high-tech devices and talent. Those figures and the ambition to become a global hub are government claims and goals, not proof that all projects are built or producing chips.

What did Modi announce at Semicon India 2025?

Modi inaugurated the three-day conference at Yashobhoomi in New Delhi on September 2, 2025. The event ran through September 4 and covered semiconductor fabrication and advanced packaging, infrastructure, smart manufacturing, research and development, AI, investment, state policies, design incentives, startups and international cooperation, according to the Prime Minister’s Office event account.

His core message was that India’s mission is larger than a single fab or chip. “Our Semiconductor Mission is not limited to just one fab or one chip manufacturing,” he said, framing the effort around design, manufacturing, packaging and high-tech devices. He also used the phrase “Chips are Digital Diamonds” to underline the strategic importance he assigns to semiconductors.

For context on the scale of the gathering, the PMO recap reported more than 20,750 attendees, over 2,500 delegates from more than 48 countries, 150-plus speakers and 350-plus exhibitors. Separately, SEMI’s pre-event announcement cited 300-plus exhibiting companies from 18 countries or regions. These are different source measures and timings, rather than figures to combine into one total.

What is India’s semiconductor target?

A larger role in a growing market

Modi said the global semiconductor market was approaching $600 billion and would exceed $1 trillion in the coming years. Those figures were his characterization and forecast at the September 2025 event; they are not an independently verified current market size in the cited accounts. He expressed confidence that India could capture a significant share, which is an ambition rather than a measured result.

He compared chips’ strategic value with oil, arguing that a small component can have an outsized effect on the economy and technology. His point was not just to increase domestic chip output: it was to establish India across the connected capabilities and supply-chain stages that make a semiconductor sector function.

Design, production, packaging and devices

The breadth matters because “global chip industry” does not mean wafer fabrication alone. Modi’s account and the official event recap point to an ecosystem that includes semiconductor design and intellectual property, manufacturing, packaging and testing, high-tech devices, startups and small businesses, and the people trained to work across these fields. The recap also cited design centres in Noida and Bengaluru, domestic critical-mineral supply and a restructured Design Linked Incentive Scheme; these were presented as parts of the policy direction, not evidence that all planned capabilities are already operating at scale.

How much is India investing in semiconductor projects?

Modi’s 10-project figure

In his speech, Modi described a sequence that began with the mission’s launch in 2021, followed by a first semiconductor plant approval in 2023, additional plant approvals in 2024 and five more projects cleared in 2025. He said the 10 projects represented $18 billion, or more than ₹1.5 lakh crore, in investment. This is the Prime Minister’s account of the projects and investment; it should not be read as completed spending, completed construction or active production capacity.

The separate 2021 programme outlay

The figure is distinct from the original policy budget. In December 2021, the Union Cabinet approved a semiconductor and display ecosystem programme with a stated outlay of ₹76,000 crore. The Cabinet announcement described support for silicon semiconductor fabs, display fabs, compound semiconductors, silicon photonics, sensors including MEMS, semiconductor packaging (ATMP/OSAT) and design, with the India Semiconductor Mission designated as the nodal agency. That is the programme’s original outlay, not a promise that every project receives the same support or that its terms remain unchanged in 2026.

Why another official project total differs

A 2025 government backgrounder described five approved manufacturing projects—one fab and four ATMP/OSAT facilities—with cumulative investment of around ₹1,52,000 crore and an expected implementation period of four to six years. That snapshot has a different date and scope from Modi’s speech total of 10 projects and $18 billion. The figures should not be added together or treated as competing estimates of an identical group.

Approval and investment announcements are early milestones. They do not by themselves establish that a plant is finished, qualified to make chips at scale or shipping commercial products. The PMO recap said a CG Power pilot plant had commenced operations and that commercial production was expected in 2025; that past expectation does not establish whether commercial production subsequently began.

What is being done on talent and chip design?

Official accounts describe training, university access and partnerships as parts of building capacity, while distinguishing goals from reported progress. A 2025 government release said the Chips to Startup initiative planned to train 85,000 industry-ready workers at about 113 institutions in VLSI and embedded-system design, with more than 43,000 students onboarded at the time of that release. The same release described the SMART Lab initiative’s target of training one lakh engineers over five years and reported more than 42,000 trained by then. These are dated government-reported figures, not current totals.

The government also listed training or research partnerships involving IISc and Lam Research, IBM and Purdue University. At the event, the official recap reported that 78 universities were using advanced EDA tools, more than 28 startups had moved from project to product, and 25 priority products had been identified. Such activity indicates ecosystem-building efforts; it does not alone show that every initiative has achieved its intended scale or commercial impact.

On workforce claims, the PMO event page said India contributes 20% of global semiconductor design talent. Another government event account described the contribution as nearly 20% of the global semiconductor workforce/design contribution. Because the descriptions are not identical, the safer interpretation is that the official claim concerns India’s importance as a source of semiconductor design talent, not a clearly defined share of every semiconductor job worldwide.

Which partnerships and announcements were highlighted?

The government’s event recap listed announcements intended to connect companies, research institutions and design work. They indicate planned collaboration and activity, not necessarily commercially available products or mature manufacturing capability.

  • Tata Electronics and Merck announced work on manufacturing and packaging capabilities.
  • Tata Electronics and C-DAC announced a collaboration on design and intellectual property.
  • A secure-chip project involved L&T Semiconductor, IIT Gandhinagar and C-DAC.
  • L&T Semiconductor and IISc were associated with an innovation hub memorandum of understanding.
  • C-DAC, Synopsys and IIT Madras Pravartak were named in a design-infrastructure arrangement.
  • An IoT evolution board integrating the indigenous VEGA processor was announced.

Can India become a global chip manufacturing hub?

The conference speech set out a plausible strategic direction, not a demonstrated outcome. India’s stated approach combines design talent and university activity with incentives for fabs, packaging, startups and high-tech devices. The government also points to approved projects and investment announcements as evidence of momentum.

Whether that becomes a globally significant manufacturing base depends on execution beyond approvals: completing facilities, commissioning equipment, qualifying processes, building dependable supplies of materials and components, and winning customers for sustained production. A global position also spans more than manufacturing; design capability, advanced packaging, skilled workers and access to customers matter. The event sources establish the government’s aims and reported initiatives, but do not provide a like-for-like comparison with established chipmaking hubs or independently audited outcomes against those criteria.

SEMI, the industry association, described the opportunity in its pre-event announcement as linked to companies seeking to diversify supply chains, add engineering talent and reach fast-growing electronics markets. That explains why India is attracting attention, but it is not evidence that supply chains have already shifted at a particular scale.

What the 2025 vision amounts to

Modi’s message was that India wants to participate across the semiconductor value chain, not merely host one fabrication plant. The numerical case he made—the market forecast and the 10-project investment total—should be understood as claims made in his speech. The policy baseline, skills programmes and announced partnerships show the breadth of the effort, while commercial production and a significant global market share remain outcomes to be established.
