Seagate’s proposed Malaysian plant was a 2006 project announcement, not a current investment plan. The company said it would invest $281 million in a Johor facility to manufacture aluminum substrates—the base platters used in hard-disk drives. The planned size, workforce and production date were forecasts reported at the time, not confirmed results.
What Seagate announced in 2006
EE Times published “Seagate to invest in new Malaysian plant” on December 8, 2006. It reported that Seagate planned to spend $281 million on an aluminum-substrate manufacturing facility in Johor, described as the company’s first in the region. EE Times’ 2006 report
Aluminum substrates serve as the base platters for hard-disk-drive assembly. Seagate said the new facility would supply a “large portion” of its substrate requirements, according to the report.
Planned scale and schedule
The figures below describe the proposal as reported in 2006. They should not be read as evidence that the plant was built, employed that many people or began production on schedule.

| Planned facility area | 40,000 square meters, as reported by EE Times in 2006 |
| Projected workforce | About 2,500 workers at maximum capacity, as reported by EE Times in 2006 |
| Target production start | By 2008, according to the 2006 plan; the report does not confirm that production began |
The proposal’s stated regional rationale was to place substrate production near Seagate’s Johor printed circuit board assembly plant and its media manufacturing facilities in Singapore, supporting regional disk-drive assembly operations. The Johor facility was also described as complementing an existing substrate operation in Northern Ireland.
How the Johor proposal differed from the Penang announcement
The same EE Times article separately reported that Seagate CEO Bill Watkins had said the previous day that the company would invest $200 million over three years in Penang. That project concerned thin-film magnetic recording heads, not aluminum substrates. The two announcements involved different locations, components and schedules, so their investment amounts should not be treated as one project.

Did the Johor plant open?
The available records do not establish whether this specific proposed plant was built, began production or remains operational. A Seagate SEC subsidiary exhibit dated July 3, 2026, lists Seagate International (Johor) Sdn. Bhd. and Seagate Global Business Services (Malaysia) Sdn. Bhd. That confirms the filing named Seagate subsidiaries in Malaysia, but it does not confirm the construction or status of the 2006 plant. Seagate subsidiary exhibit filed with the SEC
Seagate’s ASEAN press-resources page gives general company information, including a company-reported total of seven manufacturing facilities globally, but does not connect that figure to the proposed Johor site or say whether it is operating. Seagate ASEAN press resources
