At the IFQM Symposium 2026, Communications Minister Jyotiraditya Scindia argued that affordable access should be treated as a right across industries, pointing to telecom as an example of prices falling alongside wider use. His remarks set out a policy position—not an enacted legal right. The figures he cited are reported by Press Trust of India (PTI) and were not accompanied by an underlying dataset or methodology in the published account.
What did Scindia mean by “affordable access”?
Scindia said: “Access with affordability has to be a right in every vertical, in every industry across the length and breadth of our country. And telecom has shown the path, has shown the way.” The statement was reported by PTI in Business Standard on 5 October 2026. It was an argument about what access ought to mean for people, not evidence that Indian law recognizes a general legal right to affordable access.
His example was telecom: in his account, lower prices coincided with a substantial expansion in use. That illustrates the case he made for affordability; it does not by itself establish that price reductions caused all of the growth, or that the same approach would work identically in every industry.
What telecom figures did he cite?
The PTI report attributes these historical comparisons to Scindia. It does not provide the underlying data or explain how the figures were calculated, so they are best read as the minister’s account at the symposium rather than independently audited measurements.

Business Standard identifies the story as based on a PTI syndicated report and notes that it may have reworked the headline and picture. The statements and statistics in the account are attributed to the minister.
How do official subscriber figures compare?
A Press Information Bureau (PIB) release dated 5 October 2026 reports more than 1 billion internet subscribers and 1.01 billion broadband subscribers. These are subscriber measures, not a direct confirmation of Scindia’s claim about more than 1.1 billion internet users. A person may use internet service without mapping one-to-one to a subscription, and the terms should not be treated as equivalent.

For context on subscriber growth, a PIB release from February 2026 says internet subscriptions rose from 250 million in 2014 to more than 1 billion, while internet penetration increased from 20% to nearly 71.8%. Those official figures offer a separate subscriber-based series; they do not supply the methodology behind the minister’s separate historical price comparisons.
What wider argument did Scindia make about technology?
Scindia placed affordability within a broader framework of quality, intent, innovation, technology and self-reliance. He described technology as an amplifier: its multiplier effect depends on the quality of the input. In practical terms, his point was that making technology available is not enough on its own; what is delivered and how it is used also matter. The reported remarks frame this as a general principle, not a measured finding about outcomes in every industry.

What the telecom example establishes—and what it does not
The figures support the shape of Scindia’s policy argument: the reported cost of data fell while reported measures of internet use and connectivity grew. They do not settle whether telecom is affordable for every household, whether service quality and geographic availability are equal, or which policy choices produced the changes. Nor does the report compare providers, plans or alternative policies. Those questions require evidence beyond the symposium account and aggregate subscriber totals.
