There is no universal cheapest option; compare the school’s energy use, roof, project financing, utility charges and the actual contract terms.
How do school ownership, leases and PPAs differ?
The labels can conceal important differences. The payment basis, asset ownership and allocation of maintenance and performance risk should be checked in the written agreement. The table summarizes the general models described by the U.S. Department of Energy (DOE) and, for PPAs, the England Department for Education (DfE); it is not a legal classification for every jurisdiction.

DOE describes equipment leasing as fixed-term use of equipment in return for regular payments, while DfE’s PPA description centers on purchasing generated electricity. Pennsylvania’s school toolkit uses the term “specialized form of lease” for a PPA. That difference in terminology is a reason to read the payment and ownership provisions rather than infer them from a contract’s title.
What does each option mean for a school?
School-owned solar
The school owns the array and is responsible for arranging its capital, installation and ongoing operations and maintenance (O&M), unless it hires contractors to perform some of that work. Ownership gives the school direct control of the asset, but it also means the financial model must include the project’s financing and costs over time, as well as assumptions about system output and utility purchases.

Third-party equipment lease
A lease generally sets regular payments for using equipment during a fixed period; it is not automatically a charge for each unit of electricity the panels generate. DOE notes that leasing may require little or no upfront school capital, but the written agreement controls who maintains the system, what warranties or services apply, and whether a buyout or transfer is available. DOE also cautions that school leasing can involve complex legal and contractual requirements and recommends financial or legal/ESCO counsel.
Power purchase agreement
In the DfE-described England model, a private provider finances and installs the system, and the school buys the electricity it generates at a pre-agreed rate. The provider owns the system and retains maintenance and performance responsibility during the agreement. DfE states that “the provider retains responsibility for maintenance and performance throughout the agreement.” That is a description of this particular model, not a guarantee that every PPA has the same allocation, measurement rules or remedies.

A PPA’s cost depends on its rate structure and term, how much generated electricity the school can use, and what it continues to buy from the grid. Check how the contract treats any output that is not used on site and whether the rate changes over time.
What should the school compare before choosing?
Start with the school’s actual energy use and site conditions, then compare offers using consistent assumptions. A headline savings estimate is not meaningful unless the underlying model accounts for the same project scope, utility costs and contract period.

- Energy use and solar potential: Review consumption patterns, the site’s solar potential, proposed system size and expected output. Compare expected generation with when the school uses electricity.
- Roof condition and remaining life: Confirm whether the roof is suitable for the project and whether repairs or replacement could conflict with the system or agreement.
- Full cost and utility assumptions: Examine project cost or payment obligations, financing assumptions, the contracted electricity rate and escalator, projected utility-price changes, residual utility charges, and how exported electricity is treated.
- Risk and service obligations: Identify who is responsible for maintenance tasks, response times, equipment replacement and performance guarantees, and what remedies apply if expected performance is not met. Review insurance, indemnity and site-access terms.
- Term and exit: Check termination, transfer, buyout and end-of-term provisions, including whether equipment must be removed or can become school property.
- Local process: Confirm procurement, property, utility, financing and approval requirements with the relevant local authorities and the school’s legal and finance staff.
Pennsylvania’s Department of Environmental Protection (DEP) provides separate direct-ownership and PPA proformas that let school teams vary assumptions such as project cost, output and grid-electricity escalation. A modeled result is only as useful as its inputs; it is not a promise of savings or proof that one model will outperform another school’s offer.
How can a school organize the decision?
Pennsylvania DEP’s school-planning sequence is a useful framework, not a procurement mandate outside Pennsylvania:

- Build a project team. Include the people responsible for facilities, energy use, finance, procurement and legal review.
- Assess energy use and solar potential. Establish the school’s consumption and evaluate the site before comparing proposals.
- Choose the model to evaluate. Compare direct ownership, an equipment lease and a PPA by payment basis, responsibilities and end-of-term terms.
- Model benefits and secure financing. Use transparent, comparable assumptions for project costs, expected generation and utility prices; verify any financing or incentive eligibility against current rules for the school.
- Procure and contract. Develop an RFP or other locally appropriate procurement, evaluate bids and have the selected contract reviewed before signing.
- Construct and monitor. Track system performance and maintenance against the responsibilities and standards in the agreement.
Which rules apply in England?
The DfE guidance “Funding for installing solar photovoltaic panels on schools and colleges,” published 16 July 2026, applies to England. It describes a pilot for up to 150 schools and colleges in Yorkshire and Humber, East Midlands, and South East. Procurement is expected to start in autumn 2026, with wider procurement hoped for from financial year 2027–28. These are published plans, not a guarantee of eligibility or fixed delivery dates.
Under that guidance, land-consent applications received up to and including 15 July 2026 continue to be considered under their submitted terms. From 15 July 2026, school-estate PPA cases need to use the DfE PPA and land-lease templates. Approval of new cases is paused while the templates are tested; publication of the templates and resumed approvals are expected in autumn 2026. Non-pilot rooftop applications must be for buildings in good condition and are assessed for value for money. Check the live DfE guidance before acting because its process and timeline may change.

What guidance applies in the United States?
DOE describes PPAs broadly as agreements to purchase power from a solar or wind provider or utility at a certain cost over a defined timeframe. Its school leasing guidance covers fixed-period equipment use for installment payments and flags legal, financing and tax review. Those general descriptions do not establish the rules for a particular state or district. DOE also says public schools should consider municipal leases, but whether a municipal lease is suitable or how a transaction is treated on a public balance sheet requires confirmation by local finance staff and counsel.
Pennsylvania DEP’s school-specific toolkit includes project steps, a sample RFP, direct-ownership and PPA proformas, and materials on financing options and incentives. Its inclusion of Inflation Reduction Act-era topics does not establish that a particular school or project currently qualifies for an incentive, or what amount or deadline applies. Verify eligibility and current terms using official guidance for the school’s jurisdiction.
