OpenAI Codex CLI, Anthropic Claude Code, and Google Gemini CLI are alternatives worth evaluating if you want more control over a terminal coding agent. None can be called categorically safest from the available vendor documentation: compare what each asks permission to do, what its sandbox actually contains, and how it treats unfamiliar project settings. This is a documentation-based comparison, not hands-on security testing.

What makes a terminal coding agent safer?

A terminal coding agent may read and change project files or run shell commands. Depending on the command, that can mean installing packages, deleting files, pushing code, or making network requests. Two controls matter, and they are not interchangeable:

  • Approvals and permissions determine which actions the agent may take and whether it must ask first. A prompt gives you a chance to review an action; a saved approval can reduce future prompts but also broaden what the agent can do.
  • Isolation limits what an approved or mistaken action can access, such as files or network resources. A product’s use of the word “sandbox” does not by itself establish which actions are isolated or how that boundary is enforced.

For a useful comparison, check approval behavior, the ability to allow or deny specific tools and paths, sandbox availability and enforcement, network and external-tool access, handling of untrusted repositories, and administrative controls. The documentation below describes product features; it does not establish comparative resistance to prompt injection, data theft, or destructive commands.

How the documented controls compare

Further comparable details about path rules, network boundaries, and project trust are not stated in the cited CLI overview. OpenAI’s separate description of internal enterprise practices is not a statement that those practices or credential controls are defaults for every user. Anthropic Claude Code Recommends pre-approving common commands through /permissions and using an auditable team allowlist rather than skipping permissions. The /sandbox command opts into a local open-source sandbox runtime with file and network isolation modes. Documentation also lists a no-sandbox mode. Anthropic describes a combination of prompt-injection detection, static analysis, sandboxing, and human oversight, not a guarantee against attacks. See Claude Code power user tips.
Google Gemini CLI Sandbox expansion requests can seek approval for additional access. In restricted safe mode, tool auto-acceptance is disabled. Sandboxing is configurable and optional, with platform-specific approaches. Folder trust gates loading project-specific configuration; restricted safe mode ignores project settings and environment files and does not connect MCP servers. Google says sandboxing reduces but does not eliminate risk. Do not assume it is enabled in every setup. See sandboxing and trusted folders.

Which alternatives are worth considering?

OpenAI Codex CLI: a permissions interface and sandboxed full-auto option

Codex CLI is documented for inspecting, editing, and running code in a local repository, with support for interactive use as well as scripted and CI workflows. Its CLI overview describes permission selection and a sandboxed full-auto mode. That makes it a candidate if you need an agent for either hands-on work or automation, but the phrase “full-auto” should prompt careful review of the mode’s actual permissions and boundary before use.

OpenAI’s article about running Codex safely describes practices from OpenAI’s own internal deployment, including approval handling at the sandbox boundary and OS-keyring storage for CLI and MCP OAuth credentials. Treat those as details of that internal setup, not as user-facing defaults established for every Codex installation.

Anthropic Claude Code: an auditable allowlist and opt-in sandbox

Claude Code’s documented approach is to reduce repetitive approvals by pre-approving common commands through /permissions, with the allowlist checked into team settings. Anthropic calls this the alternative to skipping permissions entirely because it keeps the rules auditable. Users can opt into the local sandbox runtime with /sandbox; its documented modes include file and network isolation, as well as a no-sandbox option.

This setup may suit a team that wants shared, reviewable command permissions and is prepared to enable and configure isolation. The documentation describes layered controls, but it does not show that they outperform another vendor’s controls in real attacks.

Google Gemini CLI: folder trust plus configurable sandboxing

Gemini CLI separates trust in project configuration from sandboxing. Folder trust matters when a repository may contain settings or automation you do not want loaded without review. In restricted safe mode, project settings and environment files are ignored, automatic tool acceptance is disabled, and MCP servers do not connect.

Its sandbox guide describes optional, platform-specific sandbox approaches and approval requests when a tool seeks expanded access. Because sandboxing is configurable rather than established as enabled in every setup, verify the active configuration instead of inferring protection from the product name or a setup you have not checked.

GitHub Copilot CLI: a useful baseline, with boundaries to inspect

Copilot CLI has several distinct permission controls: which tools the model can see, whether particular tools are allowed, and path-specific filesystem rules in its local sandbox. GitHub states that deny rules always take precedence over allow rules, including when --allow-all is set or a matching approval has been saved in permissions-config.json. Administrators can disable permission-bypass options.

The sandbox boundary is not identical for every operation. According to GitHub, child processes launched within the sandbox receive operating-system enforcement, but Copilot’s built-in read and edit tools check policy in software without an operating-system backstop. Remote MCP servers run outside the local sandbox. Review those distinctions when deciding whether Copilot’s controls match your threat model.

How to choose for your environment

  • For local interactive work: prioritize narrow command and file permissions, clear approval prompts, and isolation you can confirm is active. A convenient approval mode is not a substitute for checking what it authorizes.
  • For scripted or CI work: inspect the exact non-interactive mode, its permissions, and its sandbox boundary before connecting it to credentials or important repositories. Codex CLI documents scripted and CI workflows, but that alone does not establish that a particular CI configuration is safe.
  • For unfamiliar repositories: prefer a workflow that makes project configuration and automation a conscious trust decision. Gemini’s folder-trust controls explicitly address whether project-specific settings are loaded.
  • When using MCP or other external tools: establish whether each server is inside the same boundary as local commands. Copilot’s documentation explicitly places remote MCP servers outside its local sandbox; do not assume other tools share a process sandbox without checking their documentation.
  • When an organization sets policy: check whether administrators can disable bypass modes and whether team rules are centrally reviewable. Copilot documents an administrator control for permission bypasses; equivalent controls for other products are not established here.

Safer setup checklist

  1. Start with the narrowest permission mode available. Review which tools are exposed and which actions require approval before allowing repository access.
  2. Limit file access. Grant only the project paths the agent needs, and use read-only or denied rules where supported.
  3. Enable and verify isolation. Check whether the sandbox is optional, active by default, or disabled in the mode you selected. Confirm how it constrains file access and network activity.
  4. Review project trust before loading configuration. Treat repository settings, hooks, environment files, and tool definitions as inputs to inspect rather than automatically trusted instructions.
  5. Check external connections separately. Review MCP servers, network access, and credentials; a local sandbox may not cover remote services.
  6. Use broad autonomy only in a disposable or otherwise isolated environment. “Allow all,” “YOLO,” and similar low-friction modes increase autonomy; their presence does not itself make them safe.
  7. Recheck current vendor documentation. Commands, labels, and defaults can change, so verify the instructions for your installed version before relying on a setting.

No independently comparable safety statistic or cross-vendor security verdict is established by these official product descriptions. They are useful for identifying controls to inspect, not for ranking resistance to attack. Prices, plan limits, regional availability, and model quotas are not addressed here.
