If your RYOBI USB Lithium battery will not charge, first identify its model: FVB01 and FVB02/FVB03 use different indicator-light meanings. Then check the USB-C cable and power source, let a hot or cold pack return to normal conditions, and interpret the light using the manual for that exact model. If it still will not charge, stop troubleshooting and take the battery and charger to an Authorized Service Center.
Start by identifying the battery model
Check the battery label for the model number before interpreting any lights or choosing a charger. RYOBI’s FVB02/FVB03 Operator’s Manual, dated December 13, 2022, and its FVB01 Owner’s Manual describe different charging indicators. Do not apply troubleshooting codes for RYOBI 18V ONE+ batteries to USB Lithium packs; those are separate battery platforms.
Try these checks in order

Check the USB-C cable and power source
Reseat the cable at both ends, then try a known-good USB-C cable and a UL-listed USB power source, or the charger specified for your battery. The FVB02/FVB03 manual specifies a UL-listed USB source or the FVCH01 charger and warns that a non-UL-listed USB source may create a fire risk. Check the manual for your exact pack before using a dedicated charger; do not assume every RYOBI charger is compatible.

Allow the battery to reach normal temperature
A hot pack may pause charging until it cools, and a cold pack may need to warm before charging begins. Move it to a suitable location and wait; do not try to force charging in extreme heat or cold. The FVB01 manual says that if charging has not begun after 30 minutes, the battery or USB-C cable may have an error. That is a troubleshooting threshold from that manual, not a temperature specification.

Read the indicator for your model
On FVB02/FVB03, flashing green means charging, solid green means fully charged, and flashing red means an error. The pack’s fuel-gauge colors are separate from its charging-status indicators, so use the charging-status display when diagnosing a charging problem.
On FVB01, with a USB-C cable connected, a flashing light means charging and a solid light means fully charged. Its manual lists an off LED as an error condition and identifies a power supply or USB-C cable error as a possible explanation. Follow the FVB01 light chart rather than the FVB02/FVB03 pattern.

Stop if the battery is damaged
Do not keep testing a pack that is swollen, leaking, unusually hot, dropped, or otherwise physically damaged. Do not open it, modify it, attempt a repair, jump-start it, short its contacts, or bypass its protection electronics. Follow the manual’s directions for service or proper disposal.
When to contact RYOBI service
If the battery still will not charge after checking the cable and approved power source, allowing its temperature to normalize, and consulting the correct indicator chart, take both the battery and charger to a RYOBI Authorized Service Center for an electrical check. The FVB02/FVB03 manual directs owners to return both when the charger does not charge the pack under normal circumstances.

Choosing a replacement or another charging option
If an authorized check confirms the pack has failed, match any replacement to the battery model and the device it powers. A model-matched RYOBI USB Lithium battery pack, such as the applicable FVB02 or FVB03, is more appropriate than choosing by appearance alone. For another charging option, RYOBI lists the USB Lithium 3-Port Charger & Power Source (FVCH03). Confirm compatibility with your exact battery and consult that charger’s manual before use; the product page does not establish charging speed or compatibility with every USB Lithium pack.
