The offer also listed ceilings of $1.5 million for zero-click remote code execution (RCE) and $500,000 for one-click RCE. Those were advertised maximums—not verified sales or guaranteed payouts—and the available reporting does not establish that anyone was paid.

TechCrunch and SecurityWeek reported the three ceilings in March 2025. SecurityWeek said the stated scope covered Android, iOS, and Windows, and that price depended on factors including the exploit’s limitations and the privileges it could obtain. TechCrunch SecurityWeek
Why the $4 million figure needs context
Operation Zero is described in reporting as a broker that acquires and resells zero-day vulnerabilities. TechCrunch reported that it sells to Russian government and local private-company customers. The Insider identified the Saint Petersburg-based entity as ООО «Матрица» and reported that Sergey Zelenyuk leads it; the company says it resells vulnerabilities to government organizations. The advertised amounts are ceilings, not proof of what a buyer would pay. TechCrunch cited people familiar with the exploit market who said exclusivity and other conditions could affect the price; one source speculated that an offer might be partially paid if it failed to meet a buyer’s requirements. That is not confirmation of Operation Zero’s payment policy. How the offer compares with Telegram’s bug bounty
Telegram’s official program is a direct vulnerability-reporting channel for the platform, not an equivalent broker solicitation. Telegram says eligible reports that lead to code or configuration changes may receive $100 to $100,000 or more, at its discretion. The program page says it has been continuously active since 2014. Telegram’s rules prohibit unlawful testing, service disruption, and negative impact on users. They also exclude certain social engineering, phishing, spam, and denial-of-service reports. A broker’s offer is not permission to test real users, devices, or systems. Read the official program terms before submitting a finding.

What Telegram said about zero-click risk
Telegram spokesperson Remi Vaughn told TechCrunch that Telegram had “never been vulnerable” to a zero-click exploit. TechCrunch noted that Vaughn did not provide evidence for the claim, so it should be understood as the spokesperson’s statement rather than an independently demonstrated conclusion. TechCrunch
In the same coverage, cryptographer Matthew Green characterized the privacy exposure of Telegram chats by saying that “the vast majority of one-on-one Telegram conversations — and literally every single group chat — are probably visible on Telegram’s servers.” That is Green’s characterization, not a measurement established by the reporting summarized here.
