Aleksei Volkov, a Russian initial access broker who supplied network access to ransomware groups including Yanluowang, was sentenced to 81 months in federal prison. The U.S. Department of Justice says his conduct enabled attacks on dozens of U.S. organizations, with more than $9 million in actual losses and more than $24 million in intended losses.
Who is Aleksei Volkov?
Volkov is a 26-year-old Russian national from St. Petersburg. The U.S. Department of Justice says he helped major cybercrime groups attack U.S. companies and other organizations by finding ways into corporate networks and selling access to conspirators. He pleaded guilty on Nov. 25, 2025, after cases in Indiana and the Eastern District of Pennsylvania were consolidated. DOJ’s announcement says the attacks included those linked to Yanluowang.
Italian police arrested Volkov in Rome, and he was extradited to the United States. His guilty plea covered six counts: unlawful transfer of a means of identification, trafficking in access information, access-device fraud, aggravated identity theft, conspiracy to commit computer fraud, and conspiracy to commit money laundering. He also agreed to forfeit equipment used in the crimes. The U.S. Attorney’s Office for the Southern District of Indiana detailed the plea and sentence.
What is an initial access broker?
An initial access broker specializes in getting unauthorized access to an organization’s computer network and selling that access to other cybercriminals. DOJ says Volkov searched for vulnerabilities, identified ways to enter networks, and transferred access to conspirators. That role can separate the break-in from the later ransomware operation: the broker supplies an entry point, while other actors can take over inside the victim’s network.

In the attacks described by DOJ, conspirators used malware to encrypt victims’ data and block access. They demanded cryptocurrency to restore access and, in some cases, threatened to disclose the intrusion or release stolen data. Some victims paid; confidential data was posted to a leak site in other cases. DOJ does not say Volkov personally deployed ransomware or conducted the later extortion.
What is Yanluowang?
Yanluowang is a ransomware group that DOJ identified among the cybercrime groups whose attacks Volkov helped facilitate. The department says his conduct enabled dozens of ransomware attacks across the United States, including attacks by the group. The available DOJ accounts do not provide a victim-by-victim list or a complete technical inventory of the vulnerabilities involved.

How much damage did the ransomware attacks cause?
DOJ reported more than $9 million in actual losses and more than $24 million in intended losses. These are separate measures: actual losses reflect harm that occurred, while intended losses concern the losses the crimes sought to cause. They should not be added together as if they were one total.
The court ordered Volkov to pay at least $9,167,198.19 in restitution to known victims. Restitution is a court-ordered payment to victims and is distinct from DOJ’s broader intended-loss figure.

How was the Russian hacker sentenced?
On March 23, 2026, the U.S. District Court for the Southern District of Indiana sentenced Volkov to 81 months in federal prison—six years and nine months. The sentence followed his Nov. 25, 2025 guilty plea to six counts. DOJ announced the sentence and described his role as facilitating attacks by ransomware groups rather than personally carrying out every stage of an attack.
U.S. Attorney Thomas E. Wheeler said the case demonstrated the federal government’s determination to prosecute people who assist ransomware groups targeting American businesses. FBI Indianapolis Special Agent in Charge Timothy J. O’Malley said the conviction sent a message that the FBI would pursue cybercriminals targeting U.S. companies and consumers. Assistant Attorney General A. Tysen Duva said Volkov helped set attacks against dozens of U.S. companies and organizations in motion, including attacks by Yanluowang.
