For many workflows, the best design is hybrid: let rules handle known steps and constraints, use AI only where context is needed, and validate its output before consequential action.
What is the difference?
Rules-based automation
Rules-based automation follows predefined rules and a fixed execution path. It works well when inputs have stable formats, branches are known, and outcomes can be specified before a run. Salesforce describes traditional automation as a fit when outcomes can be entirely scoped by rules; its static path supports predictable, repeatable results and auditability. AI workflow automation
AI workflow automation uses a model to interpret information or make a decision within a workflow. A step might classify or summarize text, extract information from a document, or choose what to do based on information encountered during a run. This can help with unstructured inputs and changing circumstances, but model outputs can vary and need validation. Microsoft’s overview of AI in Azure Logic Apps describes AI capabilities in workflow automation.
Using AI in a workflow does not necessarily make the whole process an autonomous agent. A workflow can call AI for one classification or summary while every other step follows a fixed sequence. The practical distinction is whether a step needs contextual interpretation or runtime judgment about how to proceed.

When should you choose rules-based automation?
Choose rules when the process is stable and you can spell out its steps, branches, and acceptable outcomes before it runs. This is especially useful when predictable execution and auditability matter more than flexibility.
- Inputs are structured: for example, a form field has a known set of values.
- Branches are known: each field value maps to a defined action or destination.
- Exceptions are manageable: unusual cases can be routed to a person or handled by explicit rules.
- Errors can be checked deterministically: a validation rule can catch an invalid value or prohibited action.
Examples include calculating a standard price, updating a record when a known condition is met, routing a request based on a form field, or creating a recurring task. When is AI useful inside a workflow?
Consider AI when a particular step must make sense of information that is variable, unstructured, or difficult to cover with a manageable set of rules. Examples include classifying incoming text, summarizing an email or case transcript, or extracting relevant details from a document.
Keep the task bounded: define what information the model may use, what kind of answer is acceptable, and what happens when it is uncertain or its answer fails validation. Where possible, compare the result with its source material or send it for review before sharing it or acting on it. The UK Government’s guidance on using AI to automate or assist with tasks notes that agentic systems can make errors and that model bias and hallucinations can affect reliability.

Would a hybrid workflow be better?
Often, yes. Keep stable steps and hard constraints in rules or code, then call AI only for the part that needs interpretation. For example, a workflow could use AI to classify a free-text request, then apply fixed rules to route it, check required fields, and prevent an unauthorized action. Salesforce recommends a hybrid approach when combining the methods brings more value than either alone in its automation decision guide.

This division makes the boundary of AI’s role explicit: it can help interpret information, while deterministic controls decide what actions are permitted. If the AI result cannot be validated or the consequences of a wrong result are serious, require human approval before proceeding.

Test beyond the ideal case
Test representative inputs as well as cases that are ambiguous, incomplete, or outside the expected pattern. The UK Government’s AI task automation guidance recommends examining system behavior beyond expected cases, adding guardrails, validating data, and reviewing performance.

Match review to risk
Increase human oversight when an error would have a substantial impact or would be difficult to notice. Microsoft recommends considering repeatability, impact, error detectability, and time sensitivity when deciding whether AI is appropriate. As its AI-at-work guidance puts it, “Delegating work to AI doesn’t transfer accountability.”
Do not add reasoning where none is needed
If a process already has a deterministic path and needs no interpretation, adding agentic reasoning can create unnecessary orchestration. The UK Government also notes that agentic workflows have cost and resource considerations. Use AI where its ability to handle context justifies those added demands, not merely because it is available.
A practical decision sequence
- Map the workflow. List its inputs, decisions, actions, exceptions, and what happens when a step fails.
- Check whether rules are enough. If you can specify every branch and outcome and validate results with explicit checks, start with rules-based automation.
- Locate the interpretation gap. If one step needs to interpret unstructured or changing information, consider AI for that step rather than making the entire workflow adaptive.
- Set limits and checks. Define allowed inputs and outputs, add validation and guardrails, and provide a fallback or escalation path for uncertain results.
- Set review based on risk. Require human validation or approval when mistakes could have significant consequences or be hard to detect.
- Test and monitor. Check expected and unexpected cases, then review performance as real inputs and conditions change.
The useful question is not whether AI is more advanced, but whether a specific step needs judgment that cannot be expressed reliably as rules—and whether you can check that judgment before relying on it.
