ReviewBench is an offline benchmark for comparing AI code review agents on a shared set of real pull requests. It measures what agents find and miss, and lets teams compare precision and recall using both a fixed gold set and judgments of newly surfaced findings. GitHub announced the benchmark on October 5, 2026, with a 219-pull-request corpus and a research-preview submission workflow.

What ReviewBench evaluates

ReviewBench tests code reviewers against a common set of pull requests using the same scoring methodology. Its purpose is to make comparisons more consistent: teams can examine which defects an agent catches, which it misses, and how much noise it generates. GitHub describes the benchmark as an offline evaluation; it is not a guarantee that a reviewer will produce the same results or user impact in a live development workflow.

GitHub’s announced dataset contains 219 pull requests from 187 public repositories with open-source licenses, covering 19 programming languages. To characterize its workload, GitHub says it analyzed 103.9 million GitHub pull requests. It describes the language and repository-size distributions in the benchmark as closely matching GitHub overall, but it deliberately shifts pull-request size toward the reviewable middle and tail. That means fewer tiny, single-file changes and a greater representation of substantive, multi-file cases than a simple mirror of all pull requests would provide. How the gold set is built

A benchmark needs a reference set of worthwhile findings, but no single reviewer can be assumed to find every valid issue. ReviewBench therefore combines several sources of candidate findings:

Overlapping findings are semantically deduplicated, then assessed under a shared rubric. A finding counts as a true positive only when it is true, relevant, and non-trivial. GitHub identifies Claude Sonnet 5 as the LLM grader and says the rubric and judge are published. It also says the dataset, judge, and matcher are versioned to support reproducibility. Because a model acts as judge, consistent scoring does not remove the need to examine the rubric, judge configuration, matcher, and version when interpreting a result. GitHub’s announcement

Findings can also be analyzed by severity and category. GitHub lists critical, medium, and low severity, and gives correctness, security, reliability, maintainability, and testing as category examples. These examples should not be read as an exhaustive taxonomy.

How ReviewBench scores agents

ReviewBench reports precision, recall, and F1 in two scoring modes. Precision indicates how much of an agent’s output is judged valid; recall indicates how much of the reference findings it catches. F1 combines precision and recall. GitHub also describes an adjustable Fβ score, which lets readers give more weight to recall or precision when re-ranking results.

Metric family What is evaluated How to interpret it
Grounded Findings compared against the fixed, known gold-set labels. Provides a common basis for comparing systems on known findings. GitHub uses grounded recall as its headline cross-system comparison.
Augmented Unmatched findings are independently judged, so valid issues absent from the original gold set can receive credit. Useful as an additional per-system diagnostic. Augmented recall’s denominator can grow as an agent surfaces new findings, making it less stable for direct cross-system comparison.

There is no universally best precision-recall balance. A team that wants fewer distracting comments may prioritize precision; a team more concerned about overlooked defects may prioritize recall. The Fβ weighting can reflect that preference, but comparisons are meaningful only when the dataset, judge, matcher, and run configuration are aligned.

Raw comment volume alone is not a quality measure. For a useful comparison, inspect the severity and category breakdowns alongside precision and recall: an agent that produces more comments may find more consequential issues, produce more low-value noise, or do both.

What GitHub’s validation and production figures show

GitHub reports 96.6% agreement between ReviewBench judgments and an independent audit by senior engineers. The comparison was between the benchmark’s true/false-positive judgments and the engineers’ judgments of those same findings. This is a validation result reported by the benchmark’s owner; it does not establish that every score is correct or that an outside organization has independently replicated the benchmark.

GitHub also reports one internal multi-model ensemble experiment in which offline ReviewBench predictions aligned directionally with a later production A/B test. Relative to the production control, GitHub says the experiment increased online addressed rate by 8.0%, increased recall by 13.6%, increased comment volume by 61%, and reduced cost per review by 8.0%. For critical comments, GitHub says ReviewBench predicted a 227% increase and the online experiment measured 262%.

These are GitHub-reported results from one example, not benchmark-wide findings or independently replicated outcomes. In GitHub’s definition, addressed rate is the percentage of Copilot code review comments that an LLM determines prompted a corresponding developer code change, using the diff, thread, reactions, resolution state, and post-review code. GitHub says recall measures how much additional human review is still needed. The company cautions that “Online experiments remain the ultimate measure of user impact.” An offline result can help decide what to test, but it cannot establish that a change will benefit every team or code-review system. How to submit an agent

GitHub’s October 5, 2026 announcement describes ReviewBench as a research preview. Its stated workflow is:

  1. Sign in to the ReviewBench website with GitHub.
  2. Register an agent by providing a container image, configuration, and your model key.
  3. Iterate on a 25-PR test set with per-pull-request detail.
  4. Run the full 219-PR set, which the announcement says is evaluated in three rounds.
  5. Wait for a maintainer to review and approve the submission. Scores remain private until approval; leaderboard results are published only if they beat the agent’s current score or are its first leaderboard entry.

Those site and leaderboard details are the workflow described in GitHub’s announcement; availability and interface labels may change. Check GitHub’s current ReviewBench page before preparing a submission. The announcement says ReviewBench provides the judge, so submitters should use the published evaluation versions and configuration when comparing their result with other entries. How teams should use the results

ReviewBench is most useful as a controlled comparison and a way to choose what to validate next. A team can run its own reviewer, review per-PR findings, and identify whether a change improves the balance it values. Before treating leaderboard position as a deployment decision, check:

  • Whether the results use the same dataset, judge, matcher, and run configuration.
  • Grounded precision and recall, rather than a single aggregate score alone.
  • Performance by severity and category, especially for the kinds of issues relevant to the codebase.
  • Whether augmented findings add useful coverage or mainly change the comparison through a larger set of judged discoveries.
  • Whether a promising offline result holds up in a live trial with the team’s own workflow and success measures.

GitHub says it evaluated Copilot code review with ReviewBench, but that fact alone does not show that Copilot or any other agent is best for a particular repository. The corpus is limited to 219 pull requests, and its deliberate size weighting favors more reviewable changes. Results should therefore inform further evaluation, not substitute for it.
