A National Institute for Public Policy working group argues that North Korea’s nuclear threat and human-rights crisis cannot be resolved separately from the division of the Korean Peninsula. Its proposed answer is a free, democratic, nuclear-free and economically integrated Korea—not simply another round of denuclearization-focused crisis management. That is the group’s policy recommendation, not an established U.S. or South Korean consensus or a guaranteed outcome.

What the working group means by resolving the challenge “at its source”

In Toward a Free and Unified Korea—Resolving the Korea Challenge at Its Source, Information Series No. 658, published April 27, 2026, the National Institute for Public Policy’s Free and Unified Korea working group presents the peninsula’s division and North Korea’s political system as central to both the security threat and the human-rights crisis.

The report’s argument is that U.S. and international policy has concentrated on denuclearization for roughly three decades, while North Korea’s nuclear and missile capabilities continued to advance and systemic human-rights abuses persisted. The authors interpret the regime’s nuclear weapons as tied to its survival; on that view, nuclear diplomacy cannot be separated from the political system or the rights of the population. This is the working group’s explanation of the policy record, not an independent assessment that settles debate over the effectiveness of past diplomacy.

The report’s proposed end state is a free, democratic, nuclear-free and economically integrated Korea. It advocates that goal as a strategic direction; it does not show that unification is imminent or guarantee that the transition would be peaceful or produce those conditions.

How the proposal differs from crisis management

The report contrasts a strategy centered on deterrence and denuclearization with its call to make a unified Korea the strategic end state. The distinctions below describe the working group’s argument, not the findings of an independent options assessment.

The seven actions the report recommends

1. Make unification the stated strategic end state

The working group recommends that U.S. and South Korean policy define unification as the strategic goal, ideally with Japan’s support. This is an advocacy position; the report does not establish that the governments involved have adopted it.

2. Integrate human rights into security planning

Rather than treating rights concerns as separate from security policy, the report calls for them to be included in planning. Its rationale is that the nuclear challenge and abuses are connected to the same political system.

3. Plan jointly for a possible transition

The report proposes a U.S.–South Korea mechanism to prepare for weapons-of-mass-destruction security, humanitarian response and economic integration in a transition. It recommends planning for these contingencies; it does not provide a verified implementation plan or establish the likelihood or timing of such a transition.

4. Support Korean-led civil society

The working group urges support for Korean-led civil-society initiatives. The recommendation places local participation alongside government policy and transition preparation.

5. Use public diplomacy to address misconceptions

The report recommends public communication intended to address misconceptions about unification. It does not present survey evidence establishing what misconceptions are prevalent or how public opinion would respond to the proposal.

6. Keep regional stakeholders engaged

The group calls for continued engagement with China and other regional stakeholders. Its recommendation recognizes that a proposed change in the peninsula’s political future would involve interests beyond Washington and Seoul; the report does not establish how those governments would react.

7. Prepare financial mechanisms for reconstruction

The report recommends preparing financial mechanisms for investment and reconstruction. It does not quantify the cost of unification or specify a fully costed financing plan.

How the report frames Korea’s division

The working group describes Korea’s 1945 division as an imposed administrative line rather than an act of Korean self-determination, and says the 38th parallel was intended as a temporary military demarcation. This is the report’s historical framing. It uses that account to support its argument that division should be treated as a structural policy issue, not only as background to the present security situation.

Who is advancing the proposal

Robert Joseph chaired the working group. The report names Nicholas Eberstadt, James Flynn, Hyun-seung Lee, Michael Marshall, David Maxwell and Greg Scarlatoiu as members.

In remarks published by United Press International on October 5, 2026, Joseph reiterated that security and human-rights objectives should be connected to the division of the peninsula. He said: “For this single reason, only the end of the artificial division of the peninsula and the establishment of a free and unified Korea will bring a permanent resolution to both challenges.” The quotation expresses Joseph’s policy position; it is not a verified forecast that unification will occur or resolve both challenges.

What the proposal does—and does not—establish

The report offers a strategic argument and a set of recommendations. It does not independently demonstrate that unification is the only durable solution, that the proposed path is feasible or peaceful, what it would cost, or how people in either Korea and neighboring governments would respond. Those questions matter when assessing the proposal, but they are not answered by the report’s advocacy.
