Choose a request for proposal (RFP) when you can define the need and want comparable vendor proposals evaluated against stated criteria. Consider a request-for-partner approach when the work is strategic, long-term, and likely to benefit from dialogue and joint problem-solving. The right choice depends on how clearly you can specify the work, how much collaboration it needs, and which procurement rules apply.
What is the difference?
An RFP is a structured way to ask prospective vendors for proposals in response to a defined need. Buyers can give vendors a common set of questions or requirements, then compare submissions against published criteria. Responsive describes an RFP as a formal, standardized questionnaire for comparing vendors and selecting an option: Responsive’s RFX explainer.
A request for partner emphasizes communication and collective problem-solving between buyer and supplier rather than relying only on a one-sided proposal collection and review. Responsive’s glossary defines it as an approach focused on buyer-vendor partnership and collective problem solving, and attributes its origins to the University of Tennessee, Knoxville: Responsive’s procurement glossary. Treat this as a collaborative sourcing approach, not a universally standardized procurement instrument.
When an RFP is the better fit
- You can describe the business need and enough of the requirement for vendors to respond meaningfully.
- You need proposals to address common questions or requirements so they can be compared fairly.
- You want to evaluate responses against stated criteria and keep a formal record of the requirements, submissions, and selection.

When to consider a request-for-partner approach
- The project is strategic and expected to continue over a longer period.
- You need to discuss the problem with potential suppliers before settling on an approach.
- Ongoing collaboration, compatibility, and shared problem-solving matter alongside the proposed solution.
Hanson’s 2014 article stresses that there is no single answer that fits every buyer. A partner-oriented process may suit work where the supplier is expected to contribute solutions and guidance over time, but the label alone does not establish that the approach is permitted or appropriate under a particular procurement regime.
Compare the approaches before choosing

These are decision heuristics, not official rules. A process can retain structure while making room for collaboration: set out outcomes and constraints, explain how proposals will be evaluated, offer fair opportunities for dialogue, and make governance, responsibilities, measures, and risk allocation explicit in the eventual agreement.

Check procurement rules before using either label
For public-sector and other regulated buyers, first confirm which solicitation methods and evaluation steps the governing rules permit. Calling a process a “request for partner” does not override formal requirements. DSCA guidance for international defense competitions describes partner governments using a formal request for information, tender or proposal, invitation to bid, or similar document that states review criteria. That guidance concerns foreign military sales, not procurement rules for every jurisdiction: DSCA Chapter 4.
