Contamination control depends on the cleanliness and sealing of the air path, filtration, dust sources, monitoring, and maintenance—not simply on whether cooling air travels below or above the equipment. A raised floor can serve as a supply-air plenum, but obstructions and leaks can interfere with delivery. An overhead design avoids that underfloor supply-air plenum when it delivers air from above, while requiring clean, sealed overhead surfaces and coordinated infrastructure routes.
What the comparison actually means
Separate two design decisions: where cooling air is delivered and where infrastructure is routed. A raised access floor can provide a void for services and can also serve as a cooling-air supply plenum. Neither use is automatic. In an overhead arrangement, cooling, power, and network routes must be coordinated above the room, but the air-delivery and return configuration still depends on the system design.
For contamination control, compare the actual supply and return paths, materials, filtration, and maintenance requirements. The reviewed ASHRAE guidance does not establish a numerical comparison showing that one layout produces cleaner air, fewer failures, or lower energy use in all facilities.
How contamination risks differ

Raised-floor airflow requires balancing and sealing
Underfloor cables, pipes, and other obstructions can disrupt airflow to the room. Leaks at joints, room perimeters, or unsealed cutouts reduce the air delivered where it is needed. ASHRAE’s 2023 Handbook, Chapter 20, says all air-plenum raised floors leak; it states that a properly installed and maintained system should leak no more than 2% of delivered air. That is a design and maintenance statement, not a measured industry-wide average.

Airflow tiles are part of the distribution design, not interchangeable covers. ASHRAE describes options including perforated tiles, higher-open-area grates, and tiles with directional vanes, fans, or automatic airflow control. Selection should match the system’s airflow and pressure requirements.
Overhead arrangements need clean surfaces and coordinated routes
Overhead infrastructure can keep services out of an underfloor supply plenum, but it does not eliminate contamination risks. ASHRAE’s 2019 Handbook advises that overhead structures be cleanly finished and sealed to limit particulate shedding and water leakage. Suspended-ceiling cut edges and penetrations may need sealing; metals above a return-air plenum also require appropriate precautions. Route cooling, power, and network services without creating congestion or compromising access and airflow.

Control contamination in either layout
Reduce dust generated inside the room
ASHRAE TC 9.9’s 2009 guidance says, “Sources of dust inside data centers should be reduced.” Paper, cardboard, and textiles can generate fibrous dust that fouls heat sinks. Where practical, unbox equipment outside the data center and keep high-volume printing elsewhere.
Choose filtration for the actual air source
ASHRAE TC 9.9’s 2009 guideline gives edition-specific recommendations: continuous room-air filtration may use MERV 8 filters, while air entering a data center may use MERV 11 or, preferably, MERV 13 in the context described. These are not universal requirements or a substitute for checking current standards, equipment compatibility, airflow, and pressure drop.

The same guideline distinguishes facilities without air-side economizers from those using outside air; for air-side economizers, filter choice depends on local conditions. It recommends gas-phase filtration of inlet and room air for facilities with higher gaseous contamination. A facility should base its specification on its site conditions and design requirements rather than treating one MERV rating as universally correct.
Monitor particulate and gaseous contamination
ASHRAE’s 2023 Handbook, Chapter 20, notes that detailed visual inspection of air-handling filters can reveal dust. For gaseous contamination, periodic or seasonal monitoring may use copper and silver coupons, typically exposed for about one month before laboratory analysis.

Treat zinc whiskers as a specific, confirmable risk
ASHRAE’s 2011 guideline discusses zinc whiskers associated with some electroplated zinc coatings on raised-floor tiles or supports. This is not an inevitable property of raised floors. A flashlight inspection can screen for suspected whiskers, but confirmation requires collected specimens viewed by scanning electron microscopy. Where whiskers are present, the guideline describes replacing contaminated tiles and professional cleaning as remediation.

- Map both air and service routes. Identify supply, return, and any plenum paths, then map power, network, and other services separately. Do not assume a floor or ceiling void has only one function.
- Assess the site’s contamination conditions. Consider outside-air use, air-side economizers, internal dust sources, and any elevated gaseous contamination before setting filtration and monitoring requirements.
- Check the distribution details. For a raised-floor plenum, assess pressure, tile type, obstructions, and leakage. For overhead delivery, assess supply and return design, surface finishes, penetrations, and route congestion.
- Set inspection and housekeeping practices. Include filters and air paths in routine checks, minimize dust-generating activities in the room, and inspect the relevant voids and penetrations without unnecessarily disturbing accumulated debris.
- Use current facility requirements when specifying controls. The numerical filter and humidity guidance cited here comes from older ASHRAE material and should not be turned into a universal setpoint. The 2009 guideline’s particulate section mentions a more-than-60% RH deliquescent relative-humidity recommendation; its application requires the full guidance and current facility design basis, not a blanket humidity target.
What the evidence does—and does not—show
The available ASHRAE material supports specific practices: manage air paths, reduce internal dust, filter appropriately, monitor contamination, and maintain clean, sealed structures. It does not provide a published numerical comparison of contamination outcomes between raised-floor and overhead cooling. Therefore, a claim that either approach is inherently cleaner, cheaper, more energy-efficient, or less failure-prone would go beyond the evidence. The practical choice depends on the building, the cooling design, infrastructure routing, contamination sources, and the facility’s ability to maintain the chosen arrangement.
