Cloud-seeding drones are specialized unmanned aircraft that carry weather sensors and release a seeding agent into clouds that are already suitable for precipitation enhancement. They do not make rain from clear skies: the operation depends on moisture-bearing clouds, favorable conditions and careful measurement of what happens afterward.
What are cloud-seeding drones?
They are aircraft designed or adapted to help deliver a seeding material into selected clouds. The drone is only one part of the operation: teams also need weather observations to find a suitable opportunity, a way to disperse the agent, and post-flight measurements to assess the result.
Rainmaker describes its Elijah UAV as a purpose-built aircraft with an integrated sensor suite and aerosol-dispersal system. The company says its workflow is to identify a suitable seeding window, deliver an agent into clouds containing supercooled liquid water, and use radar and satellite data to assess the mission. How does drone cloud seeding work?
- Find suitable clouds. Forecasting and atmospheric measurements help operators identify clouds and conditions that may support seeding. Without suitable clouds, a drone cannot create the moisture needed for precipitation.
- Choose a target and flight path. A University of Colorado Boulder research project describes a prototype unmanned aircraft system that combines radar and in-situ measurements to identify target clouds and calculate a delivery path. - Disperse the seeding agent. The aircraft releases an agent into the selected cloud. The approach described by Rainmaker targets supercooled liquid water; cloud-seeding operations more generally often add particles such as silver iodide. U.S. Government Accountability Office assessment
- Assess what followed. Operators can examine radar, satellite and precipitation estimates after a flight. Those observations help assess a possible effect, but precipitation occurring after seeding is not automatically precipitation caused by the flight.
Can drones make it rain?
They may help increase precipitation when the right cloud conditions occur, but they cannot guarantee rain or work from a clear sky. The U.S. Government Accountability Office describes cloud seeding as an 80-year-old technique and reports that studies it reviewed estimated additional precipitation ranging from 0 to 20 percent. That is a range of estimates, not a promised result for any particular operation. GAO says limited research, variable conditions and data-quality problems make the effects difficult to evaluate. Attributing a change in precipitation to seeding is challenging because natural weather is already producing and changing precipitation. A sound evaluation therefore needs more than a flight log or a radar image: it must explain how the target was chosen, what the measurements show and how the analysis distinguishes a seeding effect from ongoing natural precipitation.
What did Rainmaker report from Alaska?
In a report dated August 24, 2026, Rainmaker said it flew seven coordinated missions over three hours on August 23 over Alaska’s Kenai Peninsula. The company reported seven radar signatures and estimated 45–65 acre-feet of net new precipitation, with a mean estimate of 57.6 acre-feet. It called the result a proof of concept. The flight count, radar signatures and precipitation estimate are Rainmaker’s own reported figures, not an independent finding. The company described the radar signatures in a setting where natural precipitation was weakening but still ongoing, and said its estimate came from an ensemble quantitative-precipitation analysis. The figure should therefore be read as the company’s estimate for that operation, not as a verified yield or a forecast of what another flight would produce.
How to judge a cloud-seeding drone program
When evaluating a project or a report of successful seeding, look for details that connect the aircraft’s actions to the weather outcome:

- Targeting: What cloud and weather measurements were used to decide that conditions were suitable?
- Delivery: What aircraft and dispersal method were used, and what operating conditions constrain deployment?
- Validation: Which radar, satellite or precipitation-estimation methods were used, and who reviewed the analysis independently?
- Transparency: Are operational details and results reported consistently enough for outside evaluation?
GAO identifies reliable evaluation as a continuing challenge. A project that reports a post-flight precipitation estimate should make clear who produced it and what evidence supports attributing the result to seeding. GAO’s assessment of cloud-seeding evidence
U.S. reporting oversight and the meaning of “geoengineering”
In its 2026 review of U.S. weather-modification reporting, GAO said operators are required to notify NOAA and submit updates. GAO estimated that over half of reports filed with NOAA likely had errors, including missing required information, and found that NOAA lacked written guidance for reviewing reports and maintaining its database. Cloud seeding and solar geoengineering are not the same thing. Cloud seeding seeks a local change in precipitation under suitable weather conditions; solar geoengineering refers to efforts aimed at larger-scale climate changes. Some atmospheric research uses aircraft but does not test a cloud-seeding drone platform. For example, a USDA Agricultural Research Service feature quotes research engineer Daniel Martin discussing charged-water-droplet aerial research: “It’s very expensive to fly these types of aircraft, at 8,000-10,000 feet, burning a gallon of fuel a minute.” Martin also says, “You can’t wait until a drought because if there are no clouds, there’s nothing we can do. The clouds are the moisture reservoir; that’s where the water is.” Those remarks concern that separate research effort, not Rainmaker’s drone system. USDA Agricultural Research Service feature
