Use fine-tuning when a model has the information it needs but behaves inconsistently on a defined task, format, or style. First establish an evaluation baseline; choose both only if testing shows that each addresses a separate production gap.
What problem are you trying to fix?
Start with the failure, not the technique. If an answer is wrong because the model does not have a current fact, cannot access a private corpus, or needs to identify its sources, test retrieval. If the needed information is already available but the model repeatedly misses a stable instruction, task behavior, or output format, test prompting and then consider fine-tuning.
RAG adds retrieval at inference time: the system finds relevant material in an external source and supplies it to the model to inform its response. Google Cloud describes RAG as a way for language models to generate responses grounded in a chosen data source (Google Cloud RAG APIs). Fine-tuning instead adapts model behavior through training. It is not a live lookup mechanism; changing a fact in a document store does not automatically change what a fine-tuned model knows.
RAG and fine-tuning compared

Neither approach is universally more accurate, cheaper, or faster. Compare end-to-end results on your own workload, including the surrounding infrastructure and operational work. These distinctions reflect the documented workflows from Google Cloud and OpenAI; provider-specific performance must be measured for your application.

How to choose for production
- Build an evaluation set. Use inputs representative of expected production use. Define what counts as correct, useful, and safe for the application, and reserve held-out examples for comparisons and regression checks. OpenAI recommends evaluating against inputs expected in production in its model optimization guidance.
- Classify the failures. Missing or changing facts, or a need to cite a corpus, point toward testing retrieval. If the model has the necessary information but persistently fails a stable behavior or format, test prompt changes first and assess fine-tuning against the evaluation set.
- Evaluate retrieval separately. Inspect the source data, parsing, chunk boundaries, metadata filters, retrieved candidates, context selection, and any reranking. A weak retrieval stage can make the generated answer weak even if the model itself is capable.
- Evaluate fine-tuning on held-out examples. Use high-quality examples that resemble real inputs, then check task performance, consistency, format adherence, and regressions. More training data is not a substitute for missing retrieval or a context problem.
- Test a hybrid only for a remaining, distinct gap. Compare RAG-only, fine-tuned-only, and combined variants where appropriate, including examples with retrieved context. OpenAI documents an example in which adding RAG lowered a fine-tuned model’s measured score because the added context introduced noise. That is a reason to test the combination, not evidence that it will lower scores in every application (OpenAI accuracy guidance).
- Include operating constraints. Measure end-to-end latency and cost on the selected provider and a production-like workload. Account for corpus update frequency, access control, data residency, privacy, and ownership of release and rollback. Confirm region-specific product limits and security controls; Google’s Vertex AI RAG quickstart notes limitations for some security controls.
What a production RAG pipeline involves
RAG is more than attaching documents to a prompt. A system must ingest and prepare the source material, retrieve useful passages for a query, and give those passages to the model in a form it can use. Implementations may use a managed runtime or search-based retrieval; the available options and controls depend on the provider and product (Google Cloud RAG APIs).
Chunking and retrieval
Chunk size and overlap are tuning choices, not universal settings. Google Vertex AI’s transformations documentation lists a default chunk size of 1,024 tokens and a default overlap of 200 tokens; the page was last updated June 10, 2025. Its quickstart example uses 512-token chunks with 100-token overlap. These are Google product settings and examples, not generally optimal values. Smaller chunks can make embeddings more precise, while larger chunks can preserve broader context but lose detail. Evaluate chunking against your corpus and retrieval tasks (Google RAG transformations; Google RAG quickstart).

Reranking
A reranker reorders retrieved candidates so the system can prioritize passages that appear more relevant. Google documents both a standalone ranking API and an LLM reranker. Its documentation describes the ranking API as having very low latency (less than 100 milliseconds) and the LLM reranker as typically taking 1 to 2 seconds; those are Google service-specific figures, not independent benchmarks or a general comparison between RAG and fine-tuning. Check the current product details and measure the effect on your own pipeline (Google retrieval and ranking).
Grounding, sources, and abstention
Retrieval supplies material for an answer; it does not prove that the material is relevant, that the model interpreted it correctly, or that a citation is accurate. Evaluate retrieval coverage and answer grounding, check source attribution, and test whether the system appropriately abstains when the corpus does not support an answer. Treat citations as useful evidence to inspect, not as a correctness guarantee.

Provider support is not interchangeable
- Google Cloud: Vertex AI documentation describes a managed RAG runtime and configurable ingestion and retrieval options. The quickstart identifies limitations for particular security controls, so verify the controls and region for the intended deployment (RAG APIs; RAG quickstart).
- AWS: AWS’s decision guide describes Amazon Bedrock Knowledge Bases as a managed capability for the RAG workflow, including private data sources, and lists fine-tuning support for specific models. Model availability and regional support can change; check the current service and model details for the deployment location (AWS generative AI decision guide).
- OpenAI: Its optimization guidance covers evaluation, prompting, fine-tuning, and RAG as techniques that may be combined. OpenAI’s reinforcement fine-tuning page says its fine-tuning platform is being wound down and unavailable to new users, while existing users may create jobs for the coming months. This is a time-sensitive platform status, not a statement about every provider’s fine-tuning support; verify the current timeline and applicable product before choosing an implementation (OpenAI accuracy guidance; OpenAI reinforcement fine-tuning).
Make the decision with measured results
Run the simplest candidate that addresses the diagnosed failure against the same evaluation set. For RAG, inspect retrieval quality as well as final answers. For fine-tuning, compare held-out task results and regressions. Add the second technique only when it produces a distinct, repeatable benefit that justifies its added operational work. Then measure latency, cost, update behavior, and failure handling under production-like conditions; the documentation provides implementation examples, not a universal production winner.
