Our verdict on ReFrame Assist

ReFrame Assist is a web-based, cloud-hosted software suite from ReFrame Solutions for public housing authorities administering Section 8 Housing Choice Voucher, Public Housing, and Moving to Work programs. It brings applicant, tenant, and owner portals together with back-office operations, electronic records management, eligibility worksheets, compliance reporting, and configurable calculations. Applicants can monitor application progress, tenants can upload documents and view payment history, and owners can access payment and inspection information.

Program coverage is a central strength. ReFrame Assist supports HUD, MTW 50058, MTW Expansion 50058, and 50059 workflows, along with rent calculations based on rent reform and statutory compliance reporting. Configurable eligibility worksheets and recertification workflows support agencies managing detailed program requirements, while electronic records management keeps administrative information within the broader suite. Housing authorities looking to connect resident self-service with back-office administration will find a wide functional scope rather than a single-purpose inspection tool.

Mobile inspections are available on iOS and Android, with online and offline processing, while the wider system is web-based. That combination fits agencies whose inspection teams need field access alongside office workflows. The trade-off is focus: ReFrame Assist is designed around public housing administration, so organizations seeking general-purpose property-management software may prefer a narrower alternative. Its contact-sales pricing model also means agencies must engage with ReFrame Solutions to assess commercial fit. ReFrame Assist is best suited to housing authorities that need multiple program workflows, portals, compliance support, and mobile inspections in one platform.
