Our verdict on OSCaR

OSCaR is an open-source case-management and record-keeping system from Children in Families, a Cambodian NGO, with technical support from Save the Children International. It is designed for organizations delivering social-work programs, including child and family services. The system brings together client, family, community, user, and partner-organization records with assessments, risk levels, task lists, care plans, case notes, referrals, customizable forms, program streams, and reporting. It suits nonprofit teams that need structured records and low ongoing costs across social-work programs.

Pricing is centered on a published $0.50 per active or accepted client per month for the Basic Monthly Fee for less than 101 Clients. That plan includes ongoing training, consultation, feature improvements, maintenance, updates, hosting, and support. The Initial Rollout plan costs $800 one time and covers a new OSCaR instance, data migration or importing, localisation support, system customization, and rollout training. Individual Feature Development is available for custom feature development with sprint estimation. The pricing structure is compelling for organizations managing a defined client base, but the rollout cost should be included in implementation planning.

OSCaR’s strongest functional area is program and field-work coordination. Teams can track cross-referrals, search and build reports across programs, forms, and assessments, and use change logging and permission sets to manage access. Multilingual support and a mobile field application with offline functionality support distributed work, while API support provides a route to third-party integrations. The system is a better fit for organizations that prioritize case records, care planning, reporting, and low per-client pricing than for teams seeking a client portal, AI features, or a broader ecosystem of ready-made integrations. Organizations comfortable with a rollout process and optional customization should find its focus practical; those needing portal-based client engagement should look elsewhere.
