Our verdict on CaSS
CaSS, the Competency and Skills System, is open-source software for authoring competency frameworks, recording assertions with evidence and time limits, and exchanging competency data. It is aimed at organizations in education, training, credentialing, talent management, and workforce development, particularly technical teams that need open competency infrastructure rather than a narrowly packaged talent workflow. The product offers a web authoring interface, a JavaScript library, local deployment, self-hosting, and APIs for integrating competency data into broader systems.
Its strongest fit is an ecosystem that depends on interoperability. CaSS can import and export competency data in standard formats, expose RESTful JSON-LD APIs, and support protocol adapters for systems such as xAPI and Moodle. Competency records can be connected to assessments and learning resources, while assessment methods include scored xAPI events, self-declarations, activity completion, supervisor observation, tests, and assessments. These capabilities give implementation teams room to connect learning management systems, O*NET, Moodle, and other services without limiting competency data to one application.
CaSS is more of an open competency infrastructure layer than a complete employee development suite. It supports assertions, evidence, performance levels, processing rules, and roll-ups, but it does not provide verified development plans or gap analysis. Mobile support is also not described, which may matter for distributed or field-based assessment programs. Client-side encryption and key-based access control support controlled data handling, but self-hosted deployment places environment management with the organization.
