Poland’s adopted nuclear programme now schedules commercial operation of the first Lubiatowo-Kopalino reactor in 2036, three years later than the 2033 target in the 2020 programme. It also moves the planned start of nuclear construction from 2026 to the fourth quarter of 2028. These are changes between government schedules, not proof that the latest dates will necessarily be missed.
What changed in Poland’s nuclear power plant schedule?

The baseline comes from Poland’s 2020 Nuclear Power Programme. The updated dates appear in the Ministry of Energy’s 2026 programme announcement. The government adopted the update as Council of Ministers resolution 198 on 29 September 2026; it was published as Monitor Polski 2026, item 977.
What the 2036 date means
The 2036 date is the current plan for commercial operation of the first reactor, not a date for the whole three-unit plant to be complete. The second and third units are scheduled for 2037 and 2038, respectively, with full capacity planned by 2038. Comparing the old 2033 first-unit target with the current whole-plant completion date would mix different milestones.
What is being built, and where?
The project is planned for Lubiatowo-Kopalino in Choczewo municipality in northern Poland. State-owned Polskie Elektrownie Jądrowe (PEJ) is the investor, and Westinghouse-Bechtel is the contractor consortium. The design comprises three Westinghouse AP1000 reactors with a planned aggregate installed capacity of 3,750 MWe, according to the Ministry of Energy project update.

Has reactor construction started?
Preparation at the site and earthworks are not the same as nuclear construction. Preparation work has been underway since 2025. In August 2026, PEJ handed the site to Bechtel, and earthworks by Budimex were beginning. Those steps advance site preparation but do not constitute first nuclear concrete or establish that reactor construction has begun. The Ministry of State Assets and the Ministry of Energy describe these site-preparation developments.
What approvals remain before construction?
PEJ submitted its construction-licence application to Poland’s National Atomic Energy Agency on 31 March 2026. The nuclear licence and a separate building permit from the Pomeranian Voivode are required before construction. PEJ planned to apply for the building permit in 2027, according to the Ministry project update and the Pomeranian Voivodeship Office.

Why was the schedule moved?
The cited government announcements establish the changed milestones but do not clearly attribute the schedule shift to a particular cause. They do not support assigning it to permitting, design, financing, or contractor performance. The current dates are government plans; the published schedule alone cannot establish whether delivery will occur on time.

Announcing the updated programme on 12 June 2026, Energy Minister Miłosz Motyka said: “Polska konsekwentnie realizuje program jądrowy i przechodzi do kolejnych etapów jego wykonania” (“Poland is consistently implementing the nuclear programme and moving on to its next stages”). That statement represents the government’s position; it is not independent confirmation that the timetable is achievable. The same 2026 announcement describes a planned capitalization of 60.2 billion złoty during 2025–2030. That is a capitalization plan, not a verified final project cost.
