An app that recognizes .ico files may still fail to decode an entry stored as PNG. ICO is a container: it can hold multiple images, and each entry may contain BMP data or a complete PNG image. The safest answer is conditional: Windows Vista is the documented starting point for PNG-backed ICO support, but compatibility still depends on the specific program and its decoder.
Why ICO support does not guarantee PNG-entry support
An ICO file contains a directory of image entries followed by their data. An entry can be a BMP image without the usual file header or a complete PNG image, including its header. MDN Web Docs describes both encodings in its image format guide.

That distinction matters because an application must handle both the ICO container and the encoding used by the entry it wants to display. Recognizing the file extension or opening a BMP-backed ICO does not prove that the same reader can decode a PNG-backed entry.

These sources do not provide a complete current compatibility matrix for every macOS application, image editor, browser version, or third-party ICO library. Check the named application and version rather than assuming that support is universal.

What Windows does with an ICO’s multiple entries
A Windows icon resource can contain images at several sizes. Microsoft lists 16, 32, 48, and 256 pixels as typical dimensions, with possible color-depth variations including 32-bit ARGB transparency. Windows selects the best match for the requested display size and color depth, rather than treating the file as one fixed-size picture. Microsoft Learn: About Icons
Those selection rules explain why a multi-entry ICO is useful; they do not establish that every Windows-era editor can decode PNG-backed entries. How to check a specific reader
- Identify the exact reader and version. Separate the operating system’s native handling from the behavior of an editor, browser, library, or application API.
- Open a representative PNG-backed ICO. Use a file known to contain a PNG entry; success with a BMP-backed ICO is not a conclusive test.
- Inspect the needed entry and size. Confirm the application displays the intended dimensions rather than silently selecting another entry or failing to show the icon.
- Check transparency. Verify that transparent areas render correctly in the target application, since successful opening alone may not confirm the expected appearance.
- Choose a format for the actual deployment context. Use a documented format recommendation for the target API, and test the final asset in the application that will consume it.
Choosing between ICO and PNG
Choose based on the platform, the consuming application’s API, whether the file needs multiple sizes, transparency requirements, and compatibility with older readers. ICO’s directory can package multiple entries for Windows to select from. PNG is the documented cross-platform choice in Electron and the general recommendation in Chrome’s extension guidance. The available documentation does not establish one best format for every use.
