A convincing demonstration is not enough: the robot, its AI, the task, the surrounding equipment and the people working nearby all affect whether deployment succeeds.
What does “physical AI” mean in a factory?
The World Economic Forum’s 4 September 2025 white paper uses “physical AI” for robotic systems that can perceive, reason and act autonomously. It describes rule-based, training-based and context-based robotics as complementary approaches expected to coexist—not as a universal taxonomy for every robot.
That distinction matters because “industrial robot” is a broader category. The International Federation of Robotics uses the ISO definition of an automatically controlled, reprogrammable, multipurpose manipulator programmable in three or more axes. Not every industrial robot is AI-enabled or adaptive.
Are factories already deploying robots at scale?
Yes, but the overall robot-installation figures do not show how many installations use physical AI or whether a particular AI-enabled system is ready for a particular production task. The International Federation of Robotics reported 542,000 industrial robot installations worldwide in 2024 in its 2025 statistics. Asia accounted for 74% of installations, Europe 16% and the Americas 9%; the regional shares add to 99% because of rounding.

These figures establish that industrial robotics is widely deployed, not that autonomous or learning robots have been validated for every factory environment. Readiness has to be judged at the level of the task and operating conditions.
Why is capability not the same as factory readiness?
A robot may demonstrate impressive perception or manipulation and still fail to meet a production need. Manufacturers need to know whether it can achieve the intended output amid realistic variation, avoid unacceptable risk around workers, and fit the plant’s integration and operating constraints.

NIST’s June 2024 review of AI in manufacturing identifies scarce manufacturing-relevant data, limited transparency and difficulty moving from research into industrially grounded operation as barriers. It also says that self-learning robots would require substantial verification and validation infrastructure, which the report described as then non-existent. That is a finding dated to June 2024, not a current inventory of all infrastructure.
The problem is not just whether an algorithm works in isolation. NIST’s physical-AI project says: “The technical challenge of developing these metrics lies in understanding the relationship between AI algorithm, robot system, and task as well as their combined effects on cost/performance.” A change in the task, robot hardware or operating environment can change the result.

What evidence should a factory ask for?
“Trust” is not a single measurement or a certification. It is a practical judgment supported by evidence across several dimensions. NIST’s robotics program says measurement science establishes a common language for expressing performance requirements and provides ways to verify whether systems meet them. For a deployment decision, the questions include:

| Integration and re-tasking | What is required to connect the robot to existing equipment and workflows, and how readily it can be adapted if the task changes. |
| Data and validation | Whether there is representative evidence to evaluate the system and a credible process to verify it before and during operation. |
These are useful evaluation dimensions, not a universal scorecard or proof that one existing standard resolves every deployment question. NIST’s work includes developing AI-specific productivity metrics, evaluation methods, standards, software, prototypes and datasets. Its described applications range from pick-and-place to assembly, drilling and dexterous manipulation.

Why do data and validation matter especially for learning robots?
Learning systems can be difficult to assess if relevant factory data are scarce or firms are reluctant to share real-world data. Without representative data, a strong result on a limited test may not establish how the system will behave across the conditions that matter in production.
Physical systems also create risks that software-only evaluation cannot capture. A robot acts in the world and can cause severe harm if its control is unreliable, unsafe or insufficiently robust. NIST’s June 2024 report calls reliable, robust and safe AI-based control of embodied systems especially challenging. That is why evidence needs to address the combined system in its intended task and setting, not just the AI model’s performance in isolation.

What else has to be in place for adoption to scale?
Deployment depends on people and organizations as well as the robot. The World Economic Forum argues that scaling physical AI requires a technology stack, ecosystem partnerships and workforce transformation. Separately, NIST’s 2022 symposium report recorded industry tools, trust, confidence and experience among the barriers to scaling manufacturing AI.
The symposium recommendations included shared capabilities, research and development for scale-up, training a digitally capable workforce, enabling small and medium manufacturers, and incentivizing adoption across supply chains. These are recommendations recorded by NIST, not evidence that they have since been implemented.
