The clearest documented photobook decline is in Japan, not a proven worldwide downturn. Japan’s Photo Imaging Association (JPIA) estimates that sales volume has fallen since fiscal 2021 and forecasts another drop in fiscal 2026. Its proposed causes include fewer photo-taking occasions, changing ways of using pictures, and reduced overseas travel. A separate US consumer study points to a practical hurdle: creating a customized book can take too much time and effort. Easier creation and more relevant products are plausible fixes to test, but no cited evidence shows that they have reversed the decline.
What the figures say—and where the decline is documented
JPIA’s figures cover Japan and use fiscal years running from April through March. The association says the market grew through fiscal 2019, declined for the first time in fiscal 2020 as the pandemic reduced opportunities to take photos, and continued declining from fiscal 2021 onward. Its June 30, 2026 forecast estimates 7.17 million books sold in fiscal 2025, or 92% of the prior year’s volume, with sales value of ¥9.5 billion, or 95% of the prior year. For fiscal 2026, JPIA projects 6.81 million books, 95% of the prior year’s volume, and ¥9.5 billion in sales value, 100% of the prior year’s value. The projected gap between unit volume and sales value means the forecast value decline is less pronounced than the unit decline. Those topline figures alone do not establish why the difference exists, or what happened to prices or margins.
The available US comparison measures a broader category, not photobooks alone. Rise Above Research’s 2024 forecast summary projected just under 2% unit-sales growth for US photo merchandise, including cards, books, calendars, and décor. It put combined 2024 sales for those categories at nearly $3 billion. Neither figure establishes the direction of standalone US photobook sales or contradicts Japan’s trend. That distinction matters: the evidence here supports a Japan-specific decline, but does not establish a worldwide one. Rise Above Research’s public US figures combine product types, while comparable current standalone photobook figures for the US and Western Europe are not available in the cited material. Futuresource describes a Western Europe report with country-level volume and value coverage and forecasts through 2026, but the report itself was not available for comparison. Why might photobook sales be falling?
JPIA presents its explanations as estimated contributing factors, not as a quantified breakdown of what caused the decline.

Fewer occasions to take photos
JPIA links the first decline, in fiscal 2020, to pandemic-related reductions in opportunities to take photos. Fewer new pictures can mean fewer projects that might eventually become a book. The association does not quantify how much of the market change this factor explains. JPIA’s 2026 forecast

People use pictures in more ways
Keeping photos in a printed book is no longer the only way to enjoy or share them. JPIA describes consumers displaying and carrying prints, giving them as gifts, and enjoying photos as video. Examples include putting a print in a phone case, making a key ring, or displaying a favorite image. This suggests a shift in formats and occasions, not a measured, universal rejection of print. Less overseas travel from Japan
Travel can provide both photo-taking occasions and material for a book. JPIA reports that Japanese overseas travelers numbered 20 million in 2019 and 13 million in 2024, and says the shortfall may affect photobook demand. It does not quantify that effect. JPIA’s 2025 market outlook
Some uses remain strong
Falling overall volume does not mean every reason to make a book has disappeared. JPIA identifies records of children growing up as a durable use case and describes newer services aimed at parents documenting that growth. Could making a book easier help?
There is evidence for a practical barrier that providers can address. A June 2025 Rise Above Research report page says making and ordering a book can be time-consuming and difficult, especially when users customize backgrounds, captions, and design. The report covers US buyers and non-buyers surveyed over 2022–2024; its public description does not disclose detailed barrier percentages or sample counts. It also says most purchasers planned to buy again within the next year. These findings identify a friction point, but do not show its prevalence precisely or prove that it explains Japan’s decline. Based on the documented friction and changing uses of photos, providers could test improvements such as:
- Let customers select photos and place an order easily from a phone.
- Offer useful default layouts and clear templates so a basic book takes less work.
- Make optional changes to backgrounds, captions, and design approachable rather than turning them into a complex project.
- Build around occasions that prompt people to organize photos, including family milestones, gifts, travel, and displaying favorite images.
These are testable ideas, not demonstrated cures. The evidence does not show that any intervention has reversed the market decline.
How to tell whether a fix is working
A provider testing a simpler workflow should evaluate the process as well as sales. Useful measures include order completion, time to create a book, repeat purchases, and unit volume and sales value broken down by product type and geography. Those are recommended evaluation measures, not figures reported by the cited sources. Separating markets and product types also helps avoid mistaking growth in cards or décor for a recovery in photobooks.
