There is no single regular expression that reliably validates phone numbers from every country. A regex can enforce a specific input format, but international number validity depends on region-specific prefixes and possible lengths. For numbers from multiple regions, use a maintained phone-number library; to confirm that a person can receive a message or call at a number, verify it with an SMS or voice code.
What does phone number validation actually mean?
“Valid” can refer to several different checks, and they establish different things:
- Syntax: The input follows your chosen character and formatting rules. A regex can check this.
- Possibility: The number has a length that could be used in a region. A phone-number library can perform a quick length-based check.
- Number-plan validity: The length and prefix match numbering-plan metadata for a region. A library can check this against its metadata.
- Reachability or control: The intended user can receive a call or message at the number. Neither regex nor numbering metadata proves this; an SMS or voice verification step is needed.
Google’s libphonenumber FAQ cautions: “Do not rely on libphonenumber to determine whether numbers are currently assigned to a specific user and reachable.” Read the libphonenumber FAQ.
Why isn’t there one reliable international phone regex?
Countries use different numbering plans, including different valid lengths and prefixes. Those rules can also change. A universal expression would have to encode and maintain those regional rules, making it a poor substitute for a maintained library with region-specific metadata. The libphonenumber project’s metadata schema records possible lengths and number patterns by region, while its README describes validity checks based on length and prefix information.

A regex remains useful when the product deliberately accepts a narrow format—for example, a country-specific representation or a defined set of characters. In that case, it validates your input policy, not every possible phone number worldwide. The libphonenumber project itself treats regex as one part of a larger process that can include extracting a possible number, normalizing it, parsing it, and checking it against regional rules.
Which approach should you use?

For a form that accepts numbers from multiple countries, collect or deliberately infer a region, then parse the input with a maintained library. Use its possibility check when you only need a length-based precheck, and its fuller validity check when you need to compare the number with regional metadata. The library documentation explains these distinctions in its README and FAQ.

How should an application handle phone input?
Define the accepted formats
Decide whether users may enter international numbers, country-specific national formats, punctuation, vanity letters, or extensions. If your application accepts only one country’s format, identify that country and specify the representations you support; use a regex only to enforce those syntax rules.
Parse and normalize rather than stripping blindly
Phone input can contain punctuation, letters used in vanity numbers, extensions, international prefixes, or different digit forms. The libphonenumber source describes extracting and normalizing such input. Removing everything except ASCII digits can discard a leading plus sign, extension information, or international context. Parse with the intended region and preserve any information your application needs.

Choose how to handle local and short numbers
Decide explicitly whether your product accepts a local-only number or a short service number. The libphonenumber FAQ says short numbers are outside the main PhoneNumberUtil scope. The metadata schema also recognizes lengths that may be diallable locally without being complete numbers for dialing from elsewhere. A general international-number validation flow does not automatically cover these cases.
Keep metadata current
A library check reflects the metadata in the library version you use, not necessarily every recent numbering change. The libphonenumber FAQ notes that its view can lag official documentation when range changes have not yet been reported or incorporated. Keep the library maintained, pin releases when reproducibility matters, and check current numbering guidance when a particular range is important to your application.

Verify ownership or reachability separately
If signup or account security depends on a user controlling the number, send a one-time code by SMS or automated call and require the user to complete the check. A regex, a possible-number result, or a metadata-valid result is only a precheck; none confirms current assignment or successful delivery.

The libphonenumber metadata schema gives a London national significant number example: 2070313000 can be grouped with the pattern (20)(d{4})(d{4}) and formatted as 20 7031 3000.
