PayPal USD (PYUSD) is designed to maintain a value of $1 through dollar-denominated reserves and a stated $1 redemption option with its issuer, Paxos. That does not guarantee that PYUSD will trade for exactly $1 on every exchange, or that every holder can redeem it in every circumstance.
What is PayPal USD (PYUSD)?
PYUSD is a U.S. dollar–denominated stablecoin issued by Paxos. PayPal’s terms specify that Paxos—not PayPal or a PayPal affiliate—is the issuer. PayPal’s developer material identifies Paxos as a New York State Department of Financial Services-regulated limited-purpose trust company.
Like other stablecoins, PYUSD is intended to keep a stable relationship to a currency—in this case, one U.S. dollar. Its $1 value is a design target supported by reserve and redemption arrangements, not a promise that its market price will never move.
How is PayPal USD backed?
PayPal’s terms say Paxos is obligated to fully back PYUSD with an equivalent amount of specified assets held for token holders’ benefit:

The terms say the reserves will not include money-market funds. This describes the assets that are meant to back the tokens; it is not a current reserve balance or a present-day independent finding about the reserves.
PayPal says Paxos publishes reserve-composition reports monthly and independent third-party attestation reports are issued monthly. See PayPal’s PYUSD product page for reserve-report information. The monthly reporting schedule does not, by itself, establish the latest reserve amounts or attestation findings.

Can I redeem PYUSD for U.S. dollars?
PayPal’s Cryptocurrency Terms and Conditions state: “You may also redeem PYUSD directly with Paxos for a price of $1.00 U.S. dollar, subject to the Paxos Terms.” The qualification matters: redemption is subject to Paxos’s terms, so this should not be read as an unconditional guarantee that every holder can redeem at any time.
PayPal also describes buying and selling PYUSD on its platform at $1. Those platform transactions are distinct from the price PYUSD may reach in secondary-market trading. PayPal’s 2026 business payout terms explicitly caution that PYUSD may trade above or below $1 on other exchanges.

Why might PYUSD trade for more or less than $1?
A stated redemption arrangement and reserve design do not ensure that every exchange market quotes the token at exactly $1. Market trading can produce prices above or below the target. PayPal also warns of reserve, regulatory and backing-asset risks, and says stablecoins are not government-insured. Its terms allow PayPal to stop supporting PYUSD.
Where can I use PYUSD?
Availability depends on the PayPal service and the blockchain network involved. PayPal’s general terms list Ethereum, Solana, Arbitrum and Stellar. That general list should not be applied to every payout or transfer service: the Hyperwallet payout terms last updated September 14, 2026 specify Solana only for that particular service.

Check the terms for the specific PayPal feature you plan to use before sending or receiving PYUSD. Network support can differ by service, and using a network that is not supported for the transaction may prevent the transfer from completing as expected.
