Some customers had trouble registering PayIDs on the feature’s first public day, 14 February 2018. Banks including Bank Australia, ING and NAB showed notices about connectivity problems or failed PayID creation. But the NPP spokesperson told CIO that the PayID platform itself remained available, describing temporary registration congestion at some participating institutions—not a platform-wide outage.
What happened when PayID launched?
In a report published on 15 February 2018, CIO’s George Nott said customers trying to create PayIDs the previous day encountered delays and error messages. Bank Australia, ING and NAB displayed customer-facing notices about connectivity problems or unsuccessful registration. CIO reported that the issue was understood to involve the addressing database that links a customer’s bank account to a PayID. CIO’s report
The NPP spokesperson gave CIO a different but not necessarily contradictory description of the incident: “the PayID platform was not unavailable for any part of yesterday”. The spokesperson said a small number of the initial 60 participating financial institutions experienced “temporary congestion for a short period of time” while registering some PayIDs during peak demand. That is the NPP’s explanation as reported by CIO; the available reporting does not include an independent technical postmortem confirming the cause.
Was PayID or the NPP down?
The launch-day reports establish that some customers could not register a PayID smoothly. They do not establish that the entire New Payments Platform (NPP) was down. Registration of an alias and the processing of payments using the NPP are related but distinct functions: a registration problem can prevent someone from setting up a PayID without demonstrating that the shared payment infrastructure is unavailable.

The available account does not give an exact incident duration, an affected-customer count or comparable bank-by-bank success rates. It therefore cannot show how widespread the customer impact was or rank banks by performance. Nor does it establish whether customers at each named bank could send or receive NPP payments through other available channels during the registration problems.
What is a PayID, and how does it differ from the NPP?
The NPP is shared payment infrastructure used by participating financial institutions to exchange payments in real time. PayID is an optional address linked to a bank account, not the payment rail itself. An account holder can register a mobile number, email address or ABN and link it to an eligible account. The NPP was launched publicly in February 2018 to support information-rich payments available around the clock. In June 2020, the Reserve Bank of Australia (RBA) described the service as capable of delivering funds within seconds, 24 hours a day, 365 days a year. Why did access and adoption vary between banks?
Being part of a shared payment system did not mean every bank offered customers the same access at the same time. In an August 2018 statement to the House of Representatives Standing Committee on Economics, RBA Governor Philip Lowe said 1.8 million Australians had registered PayIDs since launch and that uptake was below earlier industry projections. Those figures are historical, not current adoption totals. In its 2021 submission to the Payments System Review, the RBA said more than 70 million accounts could send and/or receive NPP payments—around 95 per cent of the accounts expected eventually to be reachable—and that more than five million PayIDs had been registered. A registration error does not by itself tell you whether the problem is with creating the alias at your bank or with the wider payment service. Check your bank’s current service notices and PayID registration status, and avoid assuming a failed setup means the NPP is unavailable. If a payment is urgent, use a payment method your bank confirms is available rather than relying on an unregistered PayID. The 2018 launch reports do not establish a cause or remedy for errors occurring today.
