Passwordless authentication can reduce password-spraying risk by removing passwords as a credential attackers can try. For accounts that support it, prioritize enforced FIDO2/WebAuthn sign-in—such as a passkey or security key—which is also resistant to fake-site phishing. The protection depends on secure enrollment and recovery; if FIDO/WebAuthn is unavailable, use the strongest MFA option offered and treat codes and push approvals as fallbacks.
How passwordless authentication changes the risk
Password spraying means trying a small set of common or reused passwords against many accounts. If a service still accepts passwords, passwordless sign-in does not make that password endpoint disappear by itself: the service must support and enforce a passwordless method for the account.
MFA can stop an attacker who has only the password from completing sign-in, because the attacker also needs another factor. Passwordless sign-in removes the password from that authentication path altogether. CISA puts it this way: “In the case of passwordless authentication systems, passwords are eliminated altogether as an attack vector.” See CISA’s Identity and Access Management guidance.
Removing the password is not the same as eliminating account-takeover risk. Enrollment, device loss, account recovery, and any remaining password-based sign-in routes still matter.

Which passwordless and MFA alternatives are strongest?
The key distinction is whether the method resists a fake sign-in site, not merely whether it adds a second step. FIDO/WebAuthn credentials are tied to the legitimate service, making them resistant to phishing and credential replay. CISA describes FIDO/WebAuthn as the only widely available phishing-resistant authentication approach in its More than a Password guidance.

How to choose and roll out a safer sign-in method
Prioritize accounts with the greatest impact
Start with email, remote access such as VPNs, administrative accounts, and accounts tied to critical systems. Compromise of email can expose password resets and other account recovery flows; remote access and privileged accounts can provide a path into broader systems. CISA highlights these areas in its phishing-resistant MFA guidance and StopRansomware Guide.
Enforce FIDO/WebAuthn where supported
Check that the service supports passkeys or security keys, then configure sign-in policy so the intended accounts actually use the method rather than leaving it optional beside a sprayable password. Confirm compatibility for the users’ devices and the service before rollout; no specific key model or service compatibility is established here.

Make enrollment and recovery part of the design
- Associate each authenticator with a verified user identity during initial enrollment.
- Encourage users to register a backup authenticator, reducing the chance that a lost or damaged device triggers emergency recovery.
- Provide a clear way to report a lost, stolen, or damaged authenticator, deactivate it, and issue a replacement.
- Protect replacement and account-recovery processes as carefully as initial credential issuance. Otherwise, an attacker may use recovery to bypass strong MFA.
CISA’s Hybrid Identity Solutions Guidance emphasizes secure authenticator enrollment and recovery.
Use the strongest available fallback
If FIDO/WebAuthn is not supported, require the strongest MFA method the service offers. Prefer number-matching approvals over basic push prompts when those are the available choices, and avoid relying on SMS or email codes when stronger methods can be used. Treat these as fallback protections, not as phishing-resistant substitutes for FIDO authentication.

What passwordless authentication does not guarantee
- A security key alone does not secure an account. The service must support the protocol and enforce its use, and account recovery must not provide an easier route around it.
- “Passwordless” does not describe one uniform security design. A local PIN or biometric can unlock a cryptographic key, but the implementation determines how authentication works and what risks remain.
- No universal reduction percentage is established here. The cited guidance supports the security rationale for removing passwords and using phishing-resistant MFA, but it does not provide a quantified reduction in password-spraying risk.
