For phishing resistance, a properly implemented passkey is generally stronger than an authenticator-app TOTP code. A passkey uses a cryptographic response tied to the service; a code you type can be relayed by a convincing fake bank login. If your bank does not offer passkeys, turn on its strongest available multifactor authentication (MFA) option rather than relying on a password alone. Check the bank’s enrollment and recovery instructions before changing your sign-in settings.

How passkeys and authenticator-app codes differ

This comparison is about passkeys and time-based one-time password (TOTP) codes generated by an authenticator app and manually entered during sign-in. It does not treat app push approvals, text-message codes, or physical security keys as interchangeable methods.

Passkeys

A passkey uses cryptographic authentication rather than asking you to type a reusable password or a temporary code. On many devices, you approve its use by unlocking the device with a biometric or PIN, though the exact prompt depends on the device, platform, and bank. NIST identifies FIDO2 passkeys with user verification as phishing-resistant: the authentication is associated with the legitimate service rather than simply revealing a code that a fake site can collect.

Authenticator-app TOTP codes

A TOTP app displays a short-lived code that you copy into the bank’s sign-in page. CISA describes these codes as changing every 30 seconds. The code is replay-resistant in NIST’s classification, meaning it is designed not to be reused successfully; that does not make it phishing-resistant. A fake login page can relay a code to the real bank while the code is still valid.

Which option is safer against phishing?

For phishing resistance, prefer a bank-supported passkey. NIST’s Digital Identity Guidelines explain that an output entered manually is not bound to the session being authenticated, so an impostor verifier may obtain and relay it. NIST states that “Authenticators that involve the manual entry of an authenticator output (e.g., out-of-band and OTP authenticators) SHALL NOT be considered phishing-resistant because the manual entry does not bind the authenticator output to the specific session being authenticated.” See NIST SP 800-63B, Revision 4.

NIST’s examples classify a TOTP smartphone-app code as replay-resistant but not phishing-resistant, and FIDO2 passkeys with user verification as phishing-resistant. These properties address how authentication works; they do not mean a passkey prevents every kind of account takeover. Protecting your bank account also depends on the bank’s implementation and the security of your devices and recovery channels.

What happens when you change or lose a device?

Passkey syncing and recovery

Passkeys may be device-bound or syncable. A syncable passkey can be available across devices through its credential provider, which can make device changes and recovery easier. NIST’s April 2024 supplement says correctly implemented syncable authenticators can support phishing resistance, cross-device use, simplified recovery, and native biometrics. Those benefits depend on the implementation and provider; syncing does not eliminate account-recovery risk. NIST also notes that some implementations may permit users to share authentication keys with others. Consider the security of the account that manages your passkeys, and consult the provider’s official recovery guidance. See NIST’s guidance on syncable authenticators.

Authenticator-app codes

App recovery, backup, and transfer features vary. The sources cited here do not establish how any particular app handles a lost phone or device change. Before depending on an app code for bank access, check the app’s official documentation and the bank’s instructions for replacing or recovering your second factor.

How to choose and enable MFA for your bank

  1. Open the bank’s official security settings. Look for sign-in security, multifactor authentication, or a similar account-security section. The exact label and available choices vary by bank.
  2. Review the methods the bank actually supports. If it offers passkeys, read its enrollment and recovery instructions. If not, choose its strongest available MFA method; use an authenticator-app TOTP code when it is the strongest supported option.
  3. Set up recovery before relying on the new method. Follow the bank’s official directions for a lost device, replacement phone, or unavailable passkey. Do not remove an existing fallback unless the bank’s current instructions support doing so and you have a tested way to regain access.
  4. Test the sign-in and recovery path. Confirm that the new method works and that you understand the bank’s documented fallback process before you depend on it.

CISA recommends enabling MFA on accounts that offer it and choosing from the methods available in each account’s settings. Its guidance is general, not a statement about any particular bank’s features. Check your bank’s official help pages for current availability, setup, fallback, and recovery details. See CISA’s consumer guidance on enabling MFA.

Quick comparison

Decision point Passkey Authenticator-app TOTP code
Phishing resistance NIST identifies FIDO2 passkeys with user verification as phishing-resistant. Not phishing-resistant; a code entered on a fake page may be relayed during its validity period.
Replay resistance NIST’s FIDO cryptographic examples are replay-resistant. NIST classifies TOTP smartphone-app codes as replay-resistant.
What you do at sign-in Typically approve with local device authentication, such as a biometric or PIN; the prompt depends on platform and bank. Open the app, read the changing code, and type it into the bank’s sign-in page.
Device change and recovery Syncable implementations may support cross-device use and simplified recovery; specifics depend on provider and bank. Backup, transfer, and recovery features vary by app; check its official documentation.
Availability Bank- and platform-specific; verify in the bank’s security settings and help pages. Bank-specific; verify which MFA methods the bank offers.
Practical choice Prefer for phishing resistance when the bank supports it and you understand recovery. Enable when it is the strongest supported choice; it is preferable to password-only sign-in but remains vulnerable to phishing.

Where a security key fits

A physical FIDO2 security key is a separate option, not an authenticator-app code. CISA identifies physical security keys as an MFA method, and NIST recognizes FIDO cryptographic authentication as phishing-resistant. Consider one only if your bank supports security-key sign-in, and verify compatibility with the bank before buying a key.
