Parsons Corporation announced an initial $85 million agreement to advise the U.S. government on the progressive design-build project for U.S. Space Command’s planned headquarters at Redstone Arsenal in Huntsville, Alabama. The agreement runs for 75 months; it does not make Parsons the facility’s general contractor or set a confirmed opening date.

What Parsons’ $85 million agreement covers

According to Parsons’ September 29, 2026 announcement, Army Contracting Command–Rock Island selected the company, in coordination with the Air Force Civil Engineer Center, for an initial Other Transaction Authority (OTA) agreement. The 75-month performance period covers owner’s-advisor support for developing the headquarters through a progressive design-build approach.

Parsons describes its work as support across planning, design, construction, and operationalization. It will oversee project execution on the government’s behalf and help manage scope, cost, schedule, quality, and risk. That is an owner’s-advisor and program- and construction-management role; the announcement does not say Parsons will serve as general contractor or build the headquarters itself.

Where the headquarters is planned and what it may include

The announced project is a 950,000-square-foot campus at Redstone Arsenal in Huntsville, Alabama, planned to support up to 1,800 personnel. Parsons lists a command-and-control facility, a fusion center, a visitor control center, and supporting infrastructure for 24/7 operations.

The company’s release labels its rendering conceptual, not an approved final design, and says the design remains subject to change. The campus is planned, not complete.

How the 2026 announcement differs from the Army’s 2025 plan

The two public accounts describe different planning snapshots. The U.S. Army’s September 11, 2025 article described a temporary operations campus and a separate permanent facility. Parsons’ September 2026 announcement instead describes a 950,000-square-foot campus tied to a progressive design-build initiative. The later release does not explain the differences, so the earlier and later figures should not be combined or treated as a confirmed account of the same final scope.

Planning account Facility described Delivery approach and schedule stated
U.S. Army, September 2025 A 450,000-square-foot temporary operations campus and a planned 427,000-square-foot permanent operations facility. The temporary campus was expected to take 18 to 24 months for design, construction, and occupancy. The Army account said the Corps of Engineers would build the permanent facility as a military-construction project; it quoted an Army official’s estimate of seven years for a typical design-bid-build schedule from award, subject to many factors.

The Army’s 2025 article also reported Huntsville Mayor Tommy Battle’s estimate of about 1,400 direct jobs over five years from the relocation. That was a local estimate about the move, not a job commitment under Parsons’ agreement or a measured economic-impact result.

What the announcement does—and does not—establish

  • Established by Parsons’ release: an initial $85 million OTA agreement, a 75-month performance period, Parsons’ advisory role, and the announced campus plan.
  • Not established in the reviewed announcements: an independently published cost breakdown, a confirmed opening date, or realized job and economic-impact outcomes.

Parsons Engineered Systems president Martin Boson said in the company release: “U.S. Space Command’s mission demands infrastructure that is as resilient, secure, and operationally ready as the warfighters it supports.” This is a statement by a Parsons executive, not an independent government assessment.
