The Pakistan Digital Authority (PDA) is established under the Digital Nation Pakistan Act, 2025. Dawn News Urdu reported that the federal government appointed Dr. Sohail Munir as its chairperson on 20 August 2025; a Government of Pakistan release dated 28 September 2026 still identified him in that role. The appointment details come from the news report because the original notification was not located in the official sources reviewed.
When was the Pakistan Digital Authority established?
The PDA’s legal foundation is the Digital Nation Pakistan Act, 2025, dated 29 January 2025. The Act says it extends to all of Pakistan and came into force at once. Section 6 provides for the establishment of the Pakistan Digital Authority. The law therefore predates the reported appointment of its chairperson in August 2025.
The Act’s preamble describes its purpose as “to provide for the transformation of Pakistan into a digital nation, enabling a digital society, digital economy, and digital governance.” Its legal status and full text are available in the Digital Nation Pakistan Act, 2025. The PDA also identifies the Act as its governing law on its Acts and Regulations page.
Who is the chairperson of Pakistan’s Digital Authority?
Dawn News Urdu reported on 20 August 2025 that the Cabinet Secretariat had issued a notification appointing Dr. Sohail Munir as PDA chairperson on a five-year contract. The same report named Muhammad J. C. Seer as a member, also on a five-year contract. These details are attributed to Dawn’s account of the notification; the underlying Establishment Division notification was not located in the official sources reviewed.

A later official reference supports Munir’s continued role: a Press Information Department release dated 28 September 2026 identifies him as PDA chairperson at a meeting on the National Digital Masterplan. That release confirms his title as of its date, but it does not independently verify the original appointment terms. What does the Pakistan Digital Authority do?
The Act assigns the PDA a role in leading and coordinating Pakistan’s digital transformation. The Authority’s own overview describes responsibilities involving data governance, citizen experience and digital transformation, including developing and implementing the National Digital Masterplan. These are the institution’s statutory and stated responsibilities, not proof that every planned system or benefit is already operating. What is the National Digital Masterplan?
The National Digital Masterplan is a government plan for digital transformation. In its 28 September 2026 release, the Press Information Department described three pillars: digital governance, digital economy and digital society. It said consultations with provincial IT departments and other stakeholders had taken place, and that discussion with provincial chief ministers was anticipated. The account presents the plan as being advanced, not as complete or fully implemented.
The release indicates a federal coordination effort with provincial participation; it does not establish that provinces have adopted or deployed every element of the plan. Its status and intended pillars are described in the government’s Masterplan update.

What digital initiatives has the PDA reported?
Prime Minister’s Office System
A Press Information Department release dated 17 June 2026 said PDA officials presented the Prime Minister’s Office System (PMOS), a proposed platform to connect federal ministries with the Prime Minister’s Office, monitor tasks and milestones, and support internal research. The release said stakeholders were directed to refine the system before wider implementation. This documents a government-reported presentation and development process; it does not independently demonstrate performance or nationwide deployment across ministries. The Act establishes the PDA and defines its institutional basis. Government releases describe plans, consultations and initiatives, while the appointment report supplies the reported contract details. Those categories should not be mistaken for evidence that the Authority’s intended benefits have already reached citizens.
