When Outlook refuses a file dragged into a message, first identify which Outlook you are using. The menus and drag-and-drop support differ in classic Outlook, new Outlook, and Outlook on the web.

The most dependable workaround is to use Outlook’s attachment command. If that also fails, test classic Outlook without COM add-ins, install pending Office updates, and check whether Outlook is blocking the file type.

Before fixing it: identify your Outlook version

Look at the upper-left corner of the Outlook window:

This matters because the attachment menu has different names. New Outlook uses Insert, while classic Outlook uses Include.

1. Attach the file with Outlook’s built-in command

Drag and drop is convenient, but the attachment command is the supported fallback and also helps determine whether the problem is limited to dragging.

New Outlook

  1. Select New mail, Reply, Reply all, or Forward.
  2. On the message toolbar, select Message > Insert > Attach File.
  3. Choose Browse > This Computer.
  4. Select the file and choose Open.

The picker may also show Suggested files and OneDrive. A file selected from the local computer is attached as a copy. A file selected from OneDrive or SharePoint may be inserted as a sharing link instead, with permission choices such as Recipients can View or Recipients can Edit.

Classic Outlook

  1. Open a new message or a reply.
  2. Select Message > Include > Attach File.
  3. Choose Browse This PC.
  4. Select the file and choose Insert or Open, depending on the dialog shown.

Classic Outlook may also offer Recent items, Attach Item, and Browse Web Locations.

If this method works, the file itself is usable and Outlook can create attachments. The remaining problem is specifically the drag-and-drop operation, the source application, or an Outlook add-in.

2. Check new Outlook’s drag-and-drop limitations

New Outlook does not have the same feature coverage as classic Outlook. Microsoft’s current feature comparison lists Drag and drop files to other applications as Upcoming, not generally available. It lists dragging files across accounts and dragging files to the desktop as available.

Therefore, if you are dragging a file or Outlook item between applications and nothing happens, this may be an unimplemented new-Outlook feature rather than a damaged installation. Use Message > Insert > Attach File > Browse > This Computer instead.

Some related actions work differently:

  • You can drag an email into a new Outlook message. Locate the message, drag it into the compose window, and look for the Drop messages here prompt.
  • Attaching calendar information to an email is not supported in new Outlook.
  • To attach a contact, export it to a .csv file first, then attach that file.

If you need a drag-and-drop workflow that new Outlook does not support, use the built-in attachment picker or switch to classic Outlook if your Microsoft 365 installation provides that option.

3. Start classic Outlook in Safe Mode and disable add-ins

In classic Outlook, a COM add-in can interfere with the message window, Windows Explorer, or Outlook’s drag-and-drop handling. Safe Mode starts Outlook without the usual COM add-ins.

  1. Press Windows key + R.
  2. Enter outlook.exe /safe.
  3. Select OK. If Outlook displays Choose Profile, accept the default profile and select OK.
  4. Create a test message and try dragging a small file into it.

If drag and drop works in Safe Mode, disable the COM add-ins:

  1. In normal classic Outlook, select File > Options > Add-ins.
  2. At the bottom, set Manage to COM Add-ins.
  3. Select Go.
  4. Clear the check boxes for the listed add-ins and select OK.
  5. Restart Outlook and test again.

Do not select an add-in and choose Remove just to troubleshoot. Clearing the check box disables it; removing it deletes the add-in registration or installation. If the problem disappears after disabling the add-ins, re-enable them one at a time, restarting Outlook after each change. The add-in enabled immediately before the failure returns is the likely cause.

4. Install Office and Windows updates

Older Outlook builds can contain drag-and-drop defects. Update classic Outlook before trying older registry changes or display workarounds.

  1. Open classic Outlook.
  2. Select File > Office Account.
  3. Select Update Options > Update Now.
  4. Restart Outlook when the update completes and test an attachment.

In other Microsoft 365 apps, the path is File > Account > Update Options > Update Now. If Update Now is missing, select Enable Updates first. If the only available option is About, the installation may use a volume license or updates may be controlled by Group Policy.

A confirmed Windows 11 version 24H2 issue involved dragging emails or calendar items to folders in classic Outlook after KB5050094 or KB5051987. Microsoft fixed that issue in KB5052093, released February 25, 2025, for OS Build 26100.3323. That fix concerned Outlook items being dragged to folders; it is not a general fix for dragging ordinary files into a message.

For the same reason, do not treat the old Optimize for best appearance workaround as a current general attachment fix. That workaround was documented for the Windows 11 24H2 email-or-calendar-to-folder issue, not for file attachments.

5. Check whether Outlook is blocking the file

Sometimes the drag operation appears broken because Outlook refuses the file type for security reasons. Outlook blocks many potentially dangerous extensions, including:

Examples Typical file category
.exe, .msi, .bat, .cmd Programs and scripts
.js, .ps1, .vbs Script files
.reg, .scr Registry and screen-saver files
.vhd, .vhdx Virtual hard-disk files

The complete blocked-extension list also includes many Access and database-related formats. A .zip file is not listed as a blocked attachment type, but compressing a blocked file into a ZIP archive is one of Microsoft’s supported alternatives.

For a blocked file, use one of these alternatives:

  1. Upload it to OneDrive or SharePoint and insert a sharing link, setting permissions appropriately, such as Recipients can View or Recipients can Edit.
  2. Compress the file into a .zip archive and attach the archive.

In an Exchange organization, an administrator may be able to change the attachment-blocking policy. Renaming the extension can bypass some client-side checks, but it is not a repair for drag and drop and may violate your organization’s security rules. Do not use that workaround unless your administrator explicitly permits it.

What if the attachment appears inside the message body?

That placement is not automatically an error. Outlook displays attachments according to the message format:

If the file is visible and the message shows an attachment indicator, it is usually attached even when it appears among the message text.

When to stop troubleshooting drag and drop

If the attachment command works, the file is not blocked, classic Outlook is updated, and Safe Mode identifies no add-in problem, keep using the attachment command. In new Outlook, particularly when dragging between applications, the limitation may be part of the product’s current feature set rather than something you can repair locally.

FAQ

Why does Outlook not show the Attach File button?

The attachment controls appear only after you select New mail, Reply, Reply all, or Forward. In new Outlook, select Message and look for Insert > Attach File. In classic Outlook, select Message and look under Include > Attach File.

Can I drag a file from File Explorer into new Outlook?

Use the attachment picker if dragging does not work. Microsoft’s current new-Outlook feature matrix lists dragging files to other applications as Upcoming, so cross-application drag and drop is not yet generally supported.

Why does Outlook place my attachment in the email body?

This can be normal. New Outlook displays attachments in the body for HTML messages, while classic Outlook does so for Rich Text Format messages. Plain Text messages display attachments below the subject line.

Does Safe Mode remove my Outlook add-ins?

No. Safe Mode temporarily starts classic Outlook without the usual COM add-ins. To disable them normally, use File > Options > Add-ins > COM Add-ins > Go, clear the check boxes, and select OK. Do not select Remove unless you intend to delete an add-in.

How do I send an Outlook-blocked file?

Upload the file to OneDrive or SharePoint and send a sharing link, or compress it into a ZIP archive. You can also ask an Exchange administrator about the organization’s attachment policy. Renaming a file extension is not a recommended general fix and may violate security policy.

The Bottom Line

Bottom line: Confirm whether you have classic or new Outlook, then attach the file through the correct menu: Message > Insert > Attach File in new Outlook or Message > Include > Attach File in classic Outlook. For classic Outlook, test outlook.exe /safe, disable COM add-ins, and install current Office updates. If only a particular extension fails, use OneDrive or SharePoint, or compress the file into a ZIP archive.
