Operation SIMCARTEL targeted a criminal service that allegedly supplied phone numbers and SIM infrastructure for hiding users’ identities online. Dark Reading reported on October 20, 2025, that authorities arrested seven people, seized 1,200 SIM-box devices and 40,000 active SIM cards, and linked the network to more than 3,200 cyber-fraud cases in Austria and Latvia. These are figures from Dark Reading’s account of Europol’s announcement, not independently rechecked statistics.
What was Operation SIMCARTEL?
Investigators in Austria, Estonia and Latvia carried out the operation alongside Europol and Eurojust, according to Dark Reading’s October 20, 2025 report, “International Sting Takes Down SIM Box Criminal Network.” The report says authorities arrested seven people, took down five servers, and seized 1,200 SIM-box devices and 40,000 active SIM cards.
Dark Reading reports that authorities linked the network to more than 3,200 cyber-fraud cases in Austria and Latvia. It also says the network had been used to create nearly 50 million malicious online accounts. Those are distinct measures: the account figure is not a count of victims, nor does it mean authorities confirmed that many crimes.
What is a SIM box?
A SIM box is equipment that holds and manages multiple SIM cards, allowing operators to route communications through many mobile numbers. In this reported case, the seized devices and SIM cards were part of infrastructure allegedly used to provide phone numbers registered in more than 80 countries. That service could help customers create accounts while obscuring their identities and locations.

How did the network enable fraud and other crimes?
Dark Reading’s account of Europol’s description says the service enabled the creation of fake accounts on telecom platforms and social media. Phone numbers from many countries could make accounts appear to have local or unrelated identities, while the infrastructure helped mask the people operating them.
The report lists alleged uses including phishing, smishing, fraud, extortion, migrant smuggling, impersonation of police officers, and distribution of child sexual abuse material. This describes the range of criminal activity attributed to the network; it does not establish that each arrested person committed every listed offense. Europol, as quoted by Dark Reading without an identified individual speaker, described the reach as “a multitude of serious crimes that would not have been possible at all without masking the perpetrators’ identities.”

Dark Reading says the network’s activities caused losses of several million euros, but its report does not provide an exact total. Authorities reportedly froze suspect account balances of €431,000 and $333,000, and took control of two websites that offered illegal services.
What happened to the infrastructure?
Alongside the arrests and seizures, the operation took down five servers and two websites associated with the illegal services, according to Dark Reading. The report says the Shadowserver Foundation, a cybersecurity nonprofit, helped dismantle the network’s infrastructure. Shadowserver was quoted as saying it was proud to “support our Law Enforcement partners in another successful cybercrime disruption”; the report also notes that the organization’s policy is not to comment on law-enforcement activity.

How does the operation fit into European crime enforcement?
Dark Reading describes the takedown as part of the European Multidisciplinary Platform Against Criminal Threats (EMPACT), which works in four-year cycles around EU crime priorities. The priorities cited in the report include disrupting high-risk criminal networks and cyberattack organizers, as well as addressing human trafficking, child exploitation, migrant smuggling, fraud and financial crime. The mix of alleged offenses attributed to the SIM-box network illustrates why the operation sat across several enforcement priorities.
