Those updates do not establish that applications are currently open or that the original award terms still apply.
What OpenAI announced in 2023
On June 1, 2023, OpenAI described the Cybersecurity Grant Program as a way to boost and quantify AI-powered cybersecurity capabilities and encourage discussion at the intersection of AI and security. The announcement set out a total initiative of $1 million, with awards made in $10,000 increments as API credits, direct funding, or equivalent support. Applications were to be reviewed on a rolling basis.
The program emphasized practical defensive work. OpenAI said, “Strong preference will be given to practical applications of AI in defensive cybersecurity (tools, methods, processes).” It also stated, “Offensive-security projects will not be considered for funding at this time.” These were the launch terms, not confirmed current conditions. OpenAI’s program announcement now also carries a February 5, 2026 update.
What kinds of projects did the launch invite?
OpenAI’s examples covered applied security research and tools across the defensive lifecycle, including:

- Collecting and labeling cybersecurity data for defensive agents, detecting social engineering, and automating incident triage.
- Finding security issues in source code, patching vulnerabilities, prioritizing patch management, and porting code to memory-safe languages.
- Network and device forensics, malware signatures and behavior-based detection, honeypots and deception, and tailored threat intelligence.
- Confidential GPU computing, security-control and compliance analysis, secure-by-design software, end-user security practices, and threat modeling.
These were examples in the 2023 announcement, not a complete or guaranteed list of currently funded areas.
What the original application asked for
The official form requested applicant and team details, a descriptive project title, a plaintext proposal of up to 3,000 words, a problem description of up to 200 words, a timeline, and an explanation of requested funding, API credits, or other resources. Applicants were also asked how results would be shared and could provide relevant papers. The form warns applicants not to submit datasets containing confidential or personal information. OpenAI’s application form is the source for these prompts and conditions.
Two of its central questions were: “What problem are you trying to solve?” and “How will you make your results available to others?” The 2023 announcement said projects should be intended for licensing or distribution to maximize public benefit and sharing. The form also says OpenAI may independently develop or receive similar ideas, has no exclusivity obligation, and retains sole discretion over funding or support decisions. An accessible form alone does not show that submissions are being accepted now.
How the program’s reported record and focus changed
OpenAI’s subsequent updates show an evolution from the original proposal-led grant announcement toward a broader emphasis on deployment and defensive capability. The figures describe different stages and forms of support; they should not be treated as interchangeable award pools.

In the 2025 account, OpenAI also referred to API-credit microgrants for prototyping. That is distinct from the program’s stated 2023 award increment and the 2026 update’s $10 million in API credits.
