If an OpenAI API request fails with insufficient_quota or “You exceeded your current quota, please check your plan and billing details,” inspect the response’s error.code before adding credits or changing a limit. An organization’s approved monthly usage limit, configured spend limits, prepaid credit balance, and request/token rate limits are separate controls—and each calls for a different fix.
Use your organization’s Limits page to check approved usage and rate limits, and the API billing overview to check prepaid credits and recharge settings. Exact values are account-specific.
What “quota” can mean in an OpenAI API error
The word “quota” is not enough to diagnose a billing failure. OpenAI’s API error guidance distinguishes billing and usage-limit errors from request or token rate-limit errors; inspect the response’s error.code, not just the human-readable message. See OpenAI’s API error codes.

How to diagnose “insufficient_quota” and a billing-related 429
“You exceeded your current quota, please check your plan and billing details” is not by itself proof that the prepaid balance is empty. Use the specific code in the response to choose the next step.

- Inspect the response. Record
error.code, the message, the timestamp and time zone, and the request ID. The broadinsufficient_quotalabel can cover different underlying conditions. - For
organization_spend_limit_exceededorproject_spend_limit_exceeded, check the matching organization or project’s configured hard limit and tracked spend. If requests should continue, an authorized owner can raise or remove the applicable limit. Allow time for the change to propagate. - For
organization_usage_limit_exceeded, review the organization’s approved monthly usage limit and usage tier on the Limits page. If the allowance is insufficient, request an increase; changing the project budget or buying credits is not the same as increasing this approved limit. - For
credit_balance_exhausted, check the billing overview, add credits if appropriate, and allow a few minutes for the balance to update. - For a request or token rate-limit error, follow the rate-limit guidance rather than changing billing controls. A top-up does not resolve a throughput limit.
- If the code does not identify the cause, contact OpenAI Support with the error code and message, timestamp and time zone, and request ID.
How spend limits differ from alerts
Spend alerts notify you when tracked spend reaches configured alert levels; they do not stop API traffic. A hard spend limit can reject affected requests with a 429 once tracked spend reaches the limit. Organization limits apply across projects, while project limits apply to usage billed to that project. Both scopes can affect the same request. OpenAI notes that “Enforcement is not instantaneous”: while limit state propagates, recorded spend can slightly exceed the configured amount. Do not treat the setting as an exact dollar cutoff. See OpenAI’s spend-limit guidance.
If you’re asking “How do I set and manage spend limits?”, review the organization or project Limits settings for your account, check whether the relevant limit is enforced, and distinguish alert thresholds from hard limits. The applicable scope matters: a project-level change will not remove an organization-wide limit.

What happens when your prepaid balance runs out?
Prepaid credits fund API usage; they do not control request speed or replace the approved monthly usage limit and configured spend limits. OpenAI says new API accounts use prepaid billing, while accounts on monthly billing can also buy credits in advance. Purchased credits expire after one year and are non-refundable. Consult the current prepaid billing guide and billing overview for the account’s live settings.
When the balance is depleted, stopping requests may take time. Usage processed during that delay can make the displayed balance negative; OpenAI says the negative amount is deducted from the next credit purchase. Therefore, as OpenAI puts it, “Do not rely on the prepaid balance as an instantaneous spending cutoff.”

Automatic recharge settings
Auto-recharge can be configured with a balance threshold, a recharge amount, and an optional monthly recharge limit. That monthly limit restricts automatic credit purchases; it does not cap API usage paid for with credits already held. OpenAI’s current guide states a $5 minimum purchase and a $10 default initial purchase; trust tier controls the maximum balance or recharge amount. Check the billing portal before relying on these operational details, since settings and eligibility can change.

The organization’s own Limits page is the authoritative place to see its current approved monthly usage limit and rate limits. Public tier descriptions are general guidance, not a promise that every organization has identical allowances. Project and organization spend settings, current credit balance, and account-specific limits likewise need to be checked in the API Platform.

For financial reconciliation against invoices, OpenAI recommends the Costs endpoint or the Usage Dashboard’s Costs tab. The Usage API is useful for detailed activity and grouping by project, user, API key, model, and other supported fields, but its totals can differ slightly from costs because usage and spend are recorded differently.
