Heavy-use AI customers are negotiating over more than the price per token: contract caps can determine whether a discount still applies once usage climbs. The Information reported that Anthropic ended discounts for some customers after they reached contracted usage caps, while OpenAI offered more flexible discount terms. Those are reported contract practices, not universal policies or published guarantees.

Why heavy AI users are putting pressure on prices

Enterprise buyers with substantial AI workloads have leverage because their spending is significant, but their bills also expose how quickly usage-based costs can accumulate. The negotiation is not simply about securing a lower rate. It is also about how much usage the commitment covers, which charges count toward a cap, and what happens when that cap is reached.

The Information reported on September 28, 2026, that Anthropic had ended discounts for some customers after they reached contracted usage caps. It characterized OpenAI’s discount terms as more flexible. The report’s accessible page is paywalled, and its account does not establish that either approach applies to every customer or contract. The Information’s report is the source for that comparison.

What a usage cap can change

A discount may be conditional rather than a permanent reduction to every unit a customer consumes. If an agreement limits discounted usage to a contracted amount, reaching that limit can change the economics of additional consumption. The Information’s report describes that outcome for some Anthropic customers; it does not disclose a universal cap, a standard overage rate, or the terms of any individual customer’s agreement.

For procurement teams, the practical question is not only “What is the discount?” but “What happens after we use the amount covered by it?” Confirm whether the cap is measured by spend, tokens, or another unit; which models and token categories count; whether any above-cap usage remains discounted; and whether the contract requires approval or a new commitment before additional use.

How token-based Enterprise charges are calculated

OpenAI’s official ChatGPT Rate Card for Enterprise token-based pricing calculates charges using model-specific input, cached input, and output token usage. Those categories matter because a workload’s total cost depends not just on how many tokens it uses, but on the model and the mix of token types.

The rate card applies to eligible token-based Enterprise agreements, not automatically to every ChatGPT business account. OpenAI says the customer’s agreement determines applicable rates, discounts, and other commercial terms. A public rate card is therefore a useful billing reference, but it cannot tell a buyer what a negotiated contract will charge or how its cap works.

How to compare enterprise AI offers

Ask each vendor to put the same workload assumptions against the proposed commercial terms. A meaningful comparison should include:

  • Commitment: the contracted spending or usage commitment and the period it covers.
  • Cap definition: how the limit is measured and which models, input tokens, cached input tokens, and output tokens count toward it.
  • Above-cap treatment: whether usage beyond the limit is available, at what rate, and whether the discount continues.
  • Billing basis: the model-specific rates and token categories used to calculate charges.
  • Changes and renewal: the terms governing rate changes, renewal, and any renegotiation of commitments.

Ask for the answers in the agreement or an incorporated pricing schedule. The public sources do not disclose a particular customer’s negotiated rates, caps, overage terms, or full contract, so a headline discount alone is not enough to compare offers.

Lower model costs do not automatically mean lower customer bills

Price pressure is also playing out at the model level. Axios reported on September 22, 2026, that OpenAI said GPT-6 Sol and GPT-6 Luna cost top business customers 50% less than previous iterations of the same models. Axios also reported Anthropic’s claim that Opus 5.5 costs around 40% less to run than Opus 5 while maintaining top intelligence.

These are company claims reported by Axios, with different model baselines and scopes. The reported comparisons do not establish that every customer’s bill fell by those amounts, that negotiated enterprise discounts changed by the same percentages, or that either provider’s margins declined. A lower model cost and a contract discount are different parts of the economics; total spend also depends on how much a customer uses and what its agreement charges.

What OpenAI’s agreement says about price changes and caps

OpenAI’s Services Agreement says pricing-page changes take effect 14 days after posting. That timing is a term in the agreement, not a promise that a customer’s negotiated rate will change on the same schedule; the customer agreement controls applicable commercial terms.

The agreement also bars customers from violating or circumventing usage limits, including by configuring services to avoid those limits. Buyers should plan around the limits in their contracts rather than treating a technical workaround as an overage strategy. What buyers should take away

For organizations with high AI usage, the key commercial risk is the relationship between the promised discount and the contracted limit. Ask vendors to define the cap, show the applicable rates by model and token category, and state in writing what happens to above-cap usage. Reported reductions in model costs can make some workloads cheaper, but only the actual contract and the customer’s usage determine the bill.
