Yes—open office plans can hurt productivity, particularly when work requires sustained concentration and employees face speech, interruptions, or limited privacy. Reviews generally associate open-plan offices with poorer productivity and other employee outcomes than enclosed offices, but results vary by layout, job, worker, and measurement. An open office is not automatically unproductive, and collaboration gains are not guaranteed.
Why can an open office make focused work harder?
In a shared workspace, nearby conversations and interruptions can compete with attention. Limited visual or auditory privacy may also make it harder to concentrate or handle sensitive work. Reviews of office-design research repeatedly identify noise and distraction, privacy, lighting and glare, and temperature control as concerns. A 2005 systematic review found strong evidence of reduced privacy and job satisfaction in open workplaces, and limited evidence of increased cognitive workload; it recommended attention to acoustic and visual protection.
These findings describe patterns across studies, not a guaranteed effect for every employee. The reviews use different definitions of office types and different outcome measures, and many underlying studies are observational or rely on employee reports.

Do open offices improve collaboration?
Not reliably, according to the available comparisons. A 2021 review of 31 papers directly comparing open-plan and cellular offices found more negative outcomes on many measures of health, satisfaction, productivity, and social relationships. Its authors concluded that empirical evidence did not support anecdotal claims that open-plan offices increase collaboration and communication. A shared room may make colleagues more visible, but visibility alone does not establish that useful collaboration will increase.

What do reviews say about productivity?
Several reviews point in the same general direction while cautioning against treating office design as the only cause of performance differences.
- A 2023 review in Management Review Quarterly narrowed 429 papers published from 2005 to 2022 to 46 empirical articles. It concluded that open-plan concepts may reduce real-estate costs while lowering performance, with outcomes also shaped by the work, fit between people and their environment, satisfaction, health, and management conditions.
- A 2018 systematic review covering 15 relevant studies published from 2000 through 2017 reported consistent adverse effects on health, well-being, and productivity for shared or open-plan space compared with individual offices.
- A 2023 systematic review of 23 investigations from 2000 to 2020 found that comparisons between activity-based workplaces and cellular offices favored cellular offices across measured categories, except physical activity, for which the review had no data. Comparisons with other office types tended to favor activity-based workplaces as the number of people in the comparison office increased.
The counts above describe review methods; they are not estimates of how many workers lose productivity or how large an effect any one office will have.

Does the specific layout matter?
Yes. “Open office” covers different arrangements, and design details can affect whether employees can match a workspace to a task. In a 2020 pilot at one technology company, zoned open-plan and team-office designs performed better than the unzoned open-plan design tested on reported satisfaction, enjoyment, flow, and productivity. Because it tested one company and a limited set of layouts, that result is an example of why configuration matters, not proof that zoning will produce the same outcome elsewhere.

How should an organization choose an office layout?
Compare the options against the actual work employees do, rather than assuming that open space either helps teamwork or saves money without a performance cost. Consider:
- Whether employees have access to quiet or enclosed spaces for work requiring sustained focus.
- How speech and other sound are controlled, and whether people can work with auditory and visual privacy when needed.
- Lighting, glare, and temperature control in the spaces employees will use.
- Employee satisfaction, health, social interaction, and the fit between tasks and available settings.
- Real-estate and space costs alongside employee performance and well-being.
- Management practices and whether employees can choose a setting appropriate to the task.
The evidence supports treating acoustic and visual protection as design considerations. It does not establish that a particular desk screen, headset, or other consumer product will restore productivity.

What can employees conclude?
If an open office feels distracting, that experience is consistent with concerns identified across office-design reviews, but it does not by itself show how much productivity is affected. The broad evidence supports a careful conclusion: open plans can be a poor fit for focused work, and their effects depend on the environment and the work being done. For workplace decisions, evaluate outcomes across tasks and settings rather than relying on claims that one layout is universally better.
