No single standard universally replaces the others. ISO/IEC 22237 is the closest thing to a holistic international framework for data-center facilities and infrastructure, but projects still need to meet local law and may also need a regional or telecom-focused standard, customer-required certification, and specialist requirements for areas such as power, cooling, security and sustainability.

The practical answer is to treat standards as a stack: start with mandatory local rules, choose a primary facility framework, then add specialist and assurance requirements that fit the project.

What each framework is for

These standards and schemes overlap, but they are not interchangeable. They differ in who maintains them, what they cover and how a project or facility is assessed.

TIA offers design, facilities and Ready certifications, each with its own validity period and audit or recertification requirements.
Uptime Institute Tier scheme Private resilience and certification system commonly specified by customers. Data-center resilience. A direct equivalence to TIA ratings is not established. Use the Tier terminology and assessment regime actually specified by the customer or contract; detailed assessment and renewal terms are not stated here.

Why ISO/IEC 22237 is broad, but not universal

ISO/IEC 22237-1:2021 sets out general principles for data centers, defines terminology and reference models, and classifies facilities across availability, security and energy efficiency over their planned lifetime. The edition was published October 5, 2021; the ISO record lists a 29-page edition.

Its breadth makes the ISO/IEC 22237 family a natural starting point for an international facility specification. It does not, however, select IT equipment, and it excludes some safety and electromagnetic compatibility requirements. Applicable building, electrical, fire and other local rules—and relevant specialist standards—therefore remain separate obligations.

For a European-led project, consider the locally adopted EN 50600 edition and national implementation rules. The applicable edition and local adoption matter: do not assume that citing the family name alone resolves which requirements govern a project.

What ANSI/TIA-942-C adds

TIA describes ANSI/TIA-942-C as applicable to hyperscale, colocation and enterprise data centers. Revision C, announced May 9, 2024, adds material for edge data centers and updates cable-media and connectivity requirements. It also includes floor-loading and minimum-cabinet-width provisions and clarifications based on industry feedback.

TIA vice president of standards Tom McGarry said: “TIA-942 standards build on the previous version by incorporating new technologies that will lead to improved data center performance and efficiencies.”

TIA ratings, from Rated-1 to Rated-4

  • Rated-1: Single capacity components and a single, non-redundant distribution path.
  • Rated-2: Redundant capacity components, but a single, non-redundant distribution path.
  • Rated-3: Redundant capacity components, multiple independent paths and concurrent maintainability.
  • Rated-4: Multiple independent active paths, concurrent maintainability and tolerance of one fault without downtime.

These are TIA’s rating labels. TIA certification validity depends on the certification type: design certification is valid for one year; facilities certification is valid for three years, with surveillance audits in years one and two; Ready certification is valid for one year with annual recertification. Tier III and Rated-3 are not the same requirement

Uptime Institute’s Tier scheme and TIA’s Rated-1 through Rated-4 system are separate resilience and certification regimes. A specification that says “Tier III” does not, by itself, establish compliance with TIA Rated-3, or vice versa. If a customer or contract requires one of them, name that scheme and its exact level rather than substituting a superficially similar label.

How to choose the right standards stack

  1. Identify mandatory local rules. Check the building, electrical, fire, environmental and reporting requirements that apply at the site. These are not replaced by choosing an international or industry framework.
  2. Choose a primary facility framework. ISO/IEC 22237 or the locally adopted EN 50600 edition may suit an international or European-led specification. ANSI/TIA-942-C may fit where its telecommunications and infrastructure detail and rating vocabulary suit the project.
  3. Add assurance only where it has value. Determine whether procurement, tenants or regulators require TIA or Uptime certification. If certification is required, specify the scheme and level explicitly.
  4. Cover specialist needs. Add the applicable requirements for thermal conditions, cabling, power quality, security, operations, energy efficiency and reporting. The right selections depend on the facility design and obligations; one framework should not be assumed to cover every specialist need.
  5. Write the contract precisely. State the standard and edition, rating vocabulary, test method, audit scope and renewal period. This avoids disputes about whether a design target, a completed-facility assessment or a continuing certification is being promised.

Why sustainability needs its own check

Efficiency appears within the ISO/IEC 22237 classification, but sustainability and efficiency also involve a separate, changing collection of standards and laws. In its May 21, 2025 Briefing Report 175, “Data center sustainability standards 2025,” Uptime Institute Intelligence says its list is “not a complete list; and it is not stable.” Treat sustainability obligations as a current, jurisdiction-specific layer to verify for the project, not as a permanent checklist presumed to be covered by a facility rating.
