For a short business trip with a compact wardrobe, one compliant carry-on is usually easier to manage. Two bags can work better when you want your laptop and documents accessible or need room for formalwear and extra shoes. The deciding factor is whether every airline on your itinerary allows the items and whether they fit its size and weight limits.
How to choose between one bag and two

These are practical trade-offs, not results from a comparative travel study. No comparative statistic establishes that one setup saves a particular amount of time or improves productivity.
Check baggage rules before choosing your setup
There is no universal carry-on allowance. The FAA recommends checking the airline’s permitted item count and maximum dimensions; airlines may set stricter rules, and limited overhead-bin space can mean a personal item must fit under the seat. See the FAA’s carry-on guidance.
IATA says allowances vary by airline and may also depend on cabin class and aircraft type. Its general reference of 56 × 45 × 25 cm is used by many airlines, but it is not a guarantee of acceptance. Check IATA’s baggage guidance and the current rules for each flight.

Examples of different two-item allowances
- JetBlue: Its published policy allows one carry-on and one personal item on all fares, with maximum sizes of 22 × 14 × 9 inches and 17 × 13 × 8 inches, respectively. JetBlue also says its aircraft do not have closets for hanging garment bags. See JetBlue’s carry-on bag rules.
- ANA: For ANA-operated international flights, its policy describes one carry-on and one personal item with a combined weight limit of 10 kg. For flights boarding on or after July 1, 2026, it sets the personal-item limit at 40 × 30 × 20 cm. Another airline’s rules may apply on codeshare flights. See ANA’s carry-on baggage rules.
These examples illustrate why “two bags” is not a single standard allowance. Confirm the applicable policy for your fare, route, aircraft, and operating carrier; published limits can change.
Business class and garment bags are not automatic exceptions
Lufthansa’s cabin baggage allowance varies by travel class and may also be subject to aircraft, local, and operating-carrier restrictions. Its policy lists a folding garment bag as a special cabin item, limited to 57 × 54 × 15 cm and 8 kg. See Lufthansa’s carry-on baggage rules.

Emirates describes a briefcase plus either a handbag or a garment bag for First and Business Class, subject to its stated limits. That policy is an airline-specific example, not a rule that applies to all business-class tickets. Check Emirates’ cabin baggage rules before relying on a separate garment bag.

Choose one bag for a compact itinerary
Lean toward one carry-on for a short trip, a small wardrobe, or an itinerary where fewer items make airport transfers and ground transport easier. Measure the packed bag—including wheels and handles where applicable—and compare it with each operating airline’s limits.

Choose two bags when access or separation matters
A two-item setup can be more convenient when you want a laptop and documents separate from clothing, or need extra room for shoes and business attire. Make sure the second item qualifies under the airline’s allowance and, if it is a personal item, fits where it must be stowed.
Plan separately for suit-heavy travel
First test whether the suit can travel in your main carry-on. If you plan to use a folding garment bag, verify that the airline accepts it and how it counts toward the cabin allowance. Do not assume a hanging closet will be available.

Use the strictest applicable rule on mixed-carrier trips
Check the operating airline’s baggage rules for every leg, especially on codeshares. If the allowances differ, plan around the most restrictive applicable limit so your setup remains compliant throughout the itinerary.

A quick pre-trip check
- List each flight and identify its operating airline.
- Check that airline’s current cabin-item allowance for your fare and route, including the number of items and each item’s size and weight limits.
- Measure each bag as packed, including wheels and handles where applicable; check personal-item dimensions against under-seat requirements.
- Decide whether one bag can hold your clothing and work essentials in an organized way, or whether a permitted second item would make access easier.
- If carrying formalwear in a garment bag, confirm how that airline classifies and limits it rather than assuming it is an extra item.
