Neither NVIDIA GPUs nor custom AI chips are universally better. GPUs are usually the more flexible choice for changing models, varied workloads, and broad software needs. A custom chip can be a better fit for a stable, high-volume workload if testing shows that its performance and efficiency justify adapting software and accepting more limited access or portability. The deciding evidence is end-to-end performance on your workload—not peak chip specifications.

What counts as a custom AI chip?

“Custom AI chip” can refer to an application-specific integrated circuit (ASIC) designed to accelerate particular AI workloads, rather than a general-purpose GPU. Examples discussed in a 2026 review include Google TPUs, AWS Trainium, Groq, Cerebras, and other specialized approaches. They differ in design and software, so “ASIC” is not one interchangeable product category.

There is also a practical distinction between designing a chip for a specific use and being able to buy that chip as a standalone component. The OECD’s 2025 report says major technology firms including Amazon, Google, Microsoft, and Meta have begun designing ASICs, typically for particular use cases, and that these chips are often available through the firms’ own cloud services. For many organizations, the decision is therefore between accelerator platforms or cloud services—not between two chips they can freely purchase and install in the same server.

How the options compare

Why workload shape changes the result

A 2026 comparative study evaluated Cerebras CS-3, SambaNova SN-40, Groq, Gaudi, TPUv5e, NVIDIA A100 and H100, and AMD MI300X. Its central finding was that the best-performing platform changed with batch size, sequence length, and model size. That makes a single model name—or a chip’s peak arithmetic rate—an inadequate basis for choosing a platform.

Training and changing models

Training and model development often involve changing architectures, software, precision settings, and experiment requirements. The 2026 review describes GPUs as flexible across changing workloads and useful as a training workhorse. That flexibility can matter even if a specialized chip appears attractive for a fixed inference task: the organization must consider whether it can support the development and training work it actually needs.

Inference: prefill and decode

Inference is not one uniform operation. Processing an input prompt (prefill) and generating output token by token (decode) can stress a system differently. The comparative study considered inference phases as well as latency, throughput, power, energy efficiency, communication energy, compilation time, and software maturity.

The 2026 review describes autoregressive LLM decoding as bandwidth-bound: moving model data can matter more than peak arithmetic throughput. It also notes that the key-value (KV) cache, which stores information needed to continue generation, can rival model weights in size. Capacity, memory bandwidth, cache fit, and data movement therefore deserve explicit measurement—particularly for long sequences and large serving loads.

Batch size, sequence length, and service targets

Batching can improve throughput but may affect the latency experienced by an individual request. Longer input and output sequences change memory demand and the amount of work per request. The relevant question is not simply “How fast is this chip?” but “Can this complete system serve our mix of requests at the throughput, latency, and service quality we require?”

How to run a fair comparison

Compare platforms using the same workload definition and an end-to-end service target. A benchmark that changes the model, sequence lengths, precision, batch size, or serving pattern cannot isolate which platform is a better fit for your workload.

  1. Define the workload. Specify the model and version, prompt and output lengths, batch sizes, precision, traffic pattern, and whether the test covers training, prefill, decode, or a combination.
  2. Set the service target. State the latency and throughput requirements and the quality or reliability conditions that must be maintained. Record utilization rather than assuming a platform will run at its peak.
  3. Verify memory behavior. Check capacity and bandwidth, whether weights and KV cache fit under the target sequence and batch conditions, and how much data movement the workload requires.
  4. Measure scaling. Test the intended multi-accelerator configuration. Record interconnect topology, communication overhead, cluster behavior, and the scale-up domain—the group of accelerators that can communicate within a system.
  5. Validate the software path. Confirm framework and operator coverage, compiler maturity, debugging support, and the engineering effort needed to get the model running well. Include compilation and adaptation time in the evaluation.
  6. Calculate deployment cost for the tested setup. Include hardware or instance charges, utilization, energy, networking, cooling, facility requirements, software, and engineering—not only a vendor’s cost-per-token estimate.
  7. Check whether you can actually deploy it. Verify cloud regions and quotas, access terms, capacity, portability, supply, serviceability, and the expected deployment timeline for the specific platform.

The April 2026 comparative study reported 10–60% higher idle power for Cerebras, SambaNova, and Gaudi than for NVIDIA and AMD GPUs in the systems it tested. This result applies only to those tested platforms and configurations. It does not establish that all custom chips use more power at idle, or that one category is less energy-efficient under workload.

When to favor each approach

Favor a GPU platform when flexibility is valuable

  • Your models, frameworks, or workload mix are changing.
  • You need one platform to support varied development, training, and inference work.
  • Portability or access to a broad software ecosystem is important.
  • You can validate that the specific GPU system meets your memory, latency, throughput, and scaling requirements.

Evaluate a custom chip when the workload is stable and substantial

  • The model and serving pattern are predictable enough to benchmark and optimize directly.
  • Workload-specific measurements show an advantage at your required latency, throughput, and utilization.
  • Your team can support software adaptation and the platform’s compilation and debugging workflow.
  • Provider-specific access, capacity, and deployment constraints fit your operational needs.

Specialization can make sense at sustained volume, but it is not a performance or cost guarantee. The 2026 review’s conclusion is workload-dependent: specialized ASICs may be advantageous for stable, high-volume demand, while no architecture is optimal for every workload.

Why the chip is not the whole system

At large scale, the accelerator is one part of a system that also includes scale-up and scale-out networking, storage networking, rack design, power delivery, cooling, management software, and suppliers. These choices affect performance, cost, schedule, and deployment risk. NVIDIA’s infrastructure material describes these dependencies from the vendor’s perspective; it is useful as an account of system considerations, not independent evidence that one platform outperforms another.

For example, NVIDIA’s description of a planned Trainium4 collaboration with AWS mentions integration with NVLink 6 and MGX. That is a vendor description of an announced collaboration, not independent proof of comparative performance or completed deployment. Treat announcements as information about a proposed system design, not a substitute for availability checks and workload benchmarks.

Is a custom AI chip cheaper than an NVIDIA GPU?

There is no neutral, apples-to-apples market-wide cost-per-token or total-cost figure established here, so a general claim that custom chips are cheaper—or that GPUs are—is not supported. Vendor benchmark claims may use different models, utilization levels, service assumptions, or hardware configurations. Compare the costs of the systems you can actually access under the same workload and service target.

A useful total-cost comparison includes accelerator or instance charges, utilization, energy, networking, cooling, facility needs, software, and engineering effort. If a custom chip requires substantial adaptation or is accessible only through a particular cloud, those costs and constraints belong in the comparison too.

Can a mixed deployment be better?

Yes. Training, prefill, decode, retrieval, and serving can have different performance and operational needs, so one accelerator need not be the best choice for every stage. The 2026 review identifies heterogeneous systems—systems that combine different approaches—as a likely durable pattern. NVIDIA’s own infrastructure material also describes mixed accelerators, though that vendor account is not independent performance evidence.

A mixed deployment is worth evaluating when the stages have distinct profiles and the gains are sufficient to justify extra software, integration, scheduling, and operational complexity. Benchmark each stage and the end-to-end service; do not assume that adding a second accelerator automatically improves the overall system.

How should an organization decide?

Start with the workload and the system you can deploy, not with a category-level winner. For changing workloads and broad platform needs, a GPU is often the more flexible starting point. For a stable, high-volume workload, test a custom chip if you can access it and measure a workload-specific benefit that survives the full cost, software, and operational comparison. In either case, make the decision using end-to-end results at the required latency and service quality.
