Yes. X (formerly Twitter) documents two ways to enable two-factor authentication (2FA) without adding a phone number for SMS verification: an authentication app or a physical security key. The setup instructions for these methods ask you to confirm an email address if one is not already confirmed; they do not ask for a phone number. This applies to the app and key setup paths X documents, not necessarily every account, signup, or recovery situation.
Choose an authentication app or security key
X lists three 2FA methods: text message, an authentication app, and a security key. For setup without SMS, choose one of the latter two. The methods have different access needs:

X Help Center names Google Authenticator, Authy, Duo Mobile, and 1Password as examples of TOTP apps, not endorsements. X also says security keys can serve as the sole 2FA method, without another method enabled. Check device compatibility before choosing or buying a key.
Enable an authentication app
In X’s iOS instructions, the settings path is Settings and privacy → Security and account access → Security → Two-factor authentication. Labels may vary across app or interface versions.

- Open the Two-factor authentication settings and select Authentication app.
- Enter your password if X prompts you.
- Confirm your email address if asked. X’s documented app and key setup requires a confirmed email address if the account does not already have one; the steps do not request a phone number.
- Open your TOTP authenticator app and scan the QR code shown by X.
- Enter the code generated by the app in X to complete setup.
Set up a physical security key instead
Select Security key in the same Two-factor authentication settings and follow X’s prompts to connect the key. X describes connecting a key to a mobile device through USB, Bluetooth, or NFC, depending on the hardware and device. Complete any email confirmation prompt if your account needs it.
A security key avoids relying on an authenticator app, but it makes access to compatible hardware part of your sign-in routine. X says a key can be the sole 2FA method; that does not mean every key works with every phone or computer.

Save recovery details before you need them
Save the backup code X provides during setup somewhere secure and separate from the device you use to sign in. X says backup codes can help if you lose a mobile device or change a phone number. Its troubleshooting guidance tells users who are logged out and do not have an active backup code to contact support, but does not guarantee account recovery.
X also documents temporary passwords for signing in to other devices or applications that require an X password after 2FA is enabled. The help page says users can generate one themselves and notes X may send one by SMS in some situations. Do not assume every older or third-party login flow will work without SMS.

How SMS 2FA differs
SMS is a separate 2FA choice, not a prerequisite for the authenticator-app or security-key methods. X says SMS 2FA stopped being supported for non-Premium subscribers effective March 20, 2023. For Premium subscribers, SMS availability varies by country and carrier.
Adding a phone number to an X account is also distinct from choosing SMS as a 2FA method. X lists login verification and contact discovery among reasons to associate a number with an account, but its documented app and key enrollment steps do not require one.

Protect your account while setting up 2FA
- Before entering your password, check that you are on x.com.
- Use a unique password for X.
- Be cautious with third-party apps. X recommends OAuth instead of sharing your X password with another service.
