Norway has proposed—not enacted—a temporary restriction on AI glasses in selected places. In an Associated Press report published October 5, 2026, officials said they would ask parliament to consider the measure, with its locations, exceptions, timing and enforcement still unresolved. It is not a blanket ban on owning or using smart glasses.
What Norway is proposing
The proposal is aimed at places where recording could intrude on privacy or affect children. Norwegian authorities named healthcare facilities, changing rooms and showers at fitness centers, schools, kindergartens, playgrounds and youth clubs. The AP also reported that the government was considering whether the measure could extend to concerts, sports events, parks, beaches, museums and shopping centers. Those are locations discussed during consideration, not a confirmed list of places that would be covered by a law. Associated Press, October 5, 2026.
Officials were considering exceptions for vulnerable groups and uses they regard as socially beneficial. The report does not establish what would qualify, who could use an exception, or how it would be administered. The proposal’s final wording and its progress in the Storting will determine whether it becomes law and what it covers.
Why camera glasses have drawn scrutiny
Glasses with cameras can make taking photographs, recording audio or streaming video less obvious than holding up a phone. The concern described around Norway’s proposal is that bystanders may be recorded without realizing it, especially in places where people expect greater privacy. That rationale is not evidence that every wearer is recording or that a particular pair is always capturing content.

Meta’s product-use guidance, quoted by AP, says: “Respect people’s preferences. Not everyone loves being photographed. Stop recording if anyone expresses that they would rather you not.” AP reports that Meta says a light indicates when recording is underway and that recording is automatically disabled if the glasses detect the light has been blocked or physically tampered with. These are the company’s statements as reported by AP, not an independent assessment of how the controls work.
How Norway’s proposal compares with other responses
Governments and organizations have taken different kinds of action or expressed different positions. They should not be treated as equivalent to a national ban on public use.

Norway’s proposal is a significant discussion of restrictions in selected public and sensitive settings, but it is not the first government action concerning smart glasses. Canada’s entitlement change and Texas’s investigation have narrower, different mechanisms; UK monitoring and organizational policies are different again.
What the proposal means for people wearing or encountering smart glasses
If you wear camera-enabled glasses
Until Norway’s bill is published and considered, the AP report does not establish a new rule you can apply as a wearer. Regardless of the proposal, take account of the privacy expectations of the people around you: follow posted venue rules, avoid recording in sensitive settings, and stop if someone objects. Meta’s own guidance asks wearers to stop recording when someone says they would rather not be photographed.

If you are concerned about being recorded
The Norwegian debate reflects a practical difficulty with inconspicuous cameras: a bystander may not know when a device is capturing content. The measures described elsewhere do not establish one universal rule for public spaces. Local law, the venue’s policy and the specific setting matter; the available reporting does not settle every case.

The October 5 report does not provide enacted legislation or establish a start date, penalties, enforcement authority, a definitive list of covered locations, or a test for exceptions. The next concrete step is the bill text and its progress in the Storting. Until then, describing Norway as having banned AI glasses would overstate what has happened.

Privacy International technology advocacy officer Adam Smith welcomed the proposal as “a welcome protection against big tech’s greedy attempts to extract ever more data, often in absence of any thought for the privacy or rights of others.” He also said: “No reality exists in which people expect to be secretly surveilled going about their daily lives.” These are advocacy views on the issue, not findings by Norway’s government.
