Charging confirms only that the USB connection supplies power; it does not confirm that the phone’s MTP data interface was detected or that its Windows driver loaded.
On Windows 10 and Windows 11, the most reliable fix is to reinstall or manually select the built-in MTP driver in Device Manager. The device may be listed under Other devices or Portable Devices, and the error may appear as Code 31, Code 19, or another Device Manager code.
What the MTP driver does
MTP, or Media Transfer Protocol, lets Windows browse files on phones, cameras, and other portable devices without exposing their storage as a conventional USB drive. Windows includes the MTP setup information file WpdMtp.inf.
The phone must be unlocked and set to a file-transfer mode, but those settings do not repair a damaged Windows driver installation. Likewise, Android Debug Bridge (ADB), USB debugging, and a phone that charges successfully are not substitutes for a working MTP interface.

1. Select the built-in MTP driver manually
This is the best first step for Code 31 or an MTP entry with a yellow warning icon.
- Disconnect the phone or portable device from the PC.
- Unlock the device and reconnect it with a USB cable that supports data transfer.
- Press the Windows key, type device manager, and open Device Manager.
- Expand Other devices and Portable Devices. Look for MTP USB Device, the phone’s name, or an entry with a yellow warning icon.
- Right-click the failed entry and select Update driver.
- Select Browse my computer for drivers.
- Select Let me pick from a list of available drivers on my computer.
- Select the available MTP USB Device or compatible portable-device driver, then select Next.
- Restart Windows and reconnect the device.
If Device Manager asks where to find the driver, do not download a random driver package. Microsoft’s documented Code 31 guidance is to reinstall the driver through Device Manager and, if needed, obtain the latest compatible driver from the device or computer manufacturer.
2. Uninstall the failed device and scan for hardware changes
Use this sequence for Code 18, 19, 28, 32, 37, 39, 40, 41, 43, or 50, and also when the manual driver selection does not work.
- Open Device Manager.
- Expand Other devices or Portable Devices.
- Right-click the failed MTP or phone entry and select Uninstall device.
- Confirm the uninstall. If Windows offers a checkbox to remove the driver package, select it only if you are deliberately removing a corrupted package; otherwise leave it clear.
- At the top of Device Manager, select Action → Scan for hardware changes.
- Reconnect the phone if it does not reappear, then repeat the manual driver-selection steps above.
Windows should detect the portable device and associate it with its built-in MTP driver. If the device returns with the same error, open its Properties dialog and record the exact code and status message before continuing.

3. Check the phone and the USB connection
These checks do not fix a Windows driver package, but they distinguish a driver problem from a connection or device-mode problem.
- Unlock the phone before connecting it.
- Open the USB notification on the phone and choose File transfer, File Transfer/Android Auto, or the equivalent MTP option. Do not leave it on Charge only.
- Try a different USB cable. Many inexpensive cables provide power but have no data wires.
- Try a different USB port, preferably a port directly on the computer rather than through a hub or dock.
- Test the phone on another computer. If it fails everywhere, inspect the phone’s USB port or operating system.
- Test another MTP-capable phone or camera on the affected computer. If every device fails, concentrate on Windows.
Enabling Developer mode or USB debugging is not an MTP repair step. ADB drivers are also separate from the MTP driver and may install successfully while MTP remains broken.
4. Repair Windows system files if the built-in driver will not load
If Device Manager cannot use the built-in driver, repair Windows’ system files and component store from an elevated Command Prompt. These are general Windows repair commands, not MTP-specific commands.
- Open Start and type cmd.
- Right-click Command Prompt and choose Run as administrator.
- Run SFC /SCANNOW.
Wait for the scan to finish. If it reports that files were repaired, restart Windows and test MTP again. If it says that it could not repair some files, run DISM /Online /Cleanup-Image /RestoreHealth.

Restart the computer after DISM completes, then run SFC /SCANNOW once more. Return to Device Manager and repeat the uninstall and hardware-scan procedure.
5. Check for filter-driver interference only as a diagnostic
Third-party security, phone-management, virtual-drive, and synchronization software can install driver filters. Do not delete registry values merely because an internet guide says to remove MTP UpperFilters or LowerFilters.
To collect filter-related values without changing the registry:
- Open Command Prompt as administrator.
- Run reg query "HKLM\SYSTEM\CurrentControlSet\Control\Class" /f *erfilters* /s >c:\filters.txt.
Open C:\filters.txt in Notepad and review it with a qualified technician or Microsoft support. This command only saves diagnostic output; it is not an MTP repair command.

The MTP class key is HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{EEC5AD98-8080-425F-922A-DABF3DE3F69A}.
Microsoft Q&A information identifies WpdUpFltr as the default MTP UpperFilters value on Windows 10/11. Microsoft’s driver documentation states that current Windows uses WinUsb.sys as the lower-filter driver for USB-connected MTP devices; instructions that describe WpdUsb.sys as the current lower filter are outdated.
Changing or deleting filter values can break other devices and is not Microsoft’s general remedy for Code 19. Back up the relevant registry key and create a restore point before any case-specific registry work.
6. Get the correct manufacturer driver when Windows cannot supply one
For phones, Windows normally uses its built-in MTP support rather than a special driver from the phone manufacturer. For cameras, older portable devices, and unusual hardware, check the manufacturer’s support page for a Windows 10 or Windows 11 driver.

Download only a package intended for the exact model and Windows architecture. Avoid third-party “driver updater” utilities. They are not required by Microsoft’s Code 31 guidance and can install an incompatible or unwanted driver.

Outdated fixes to avoid
- Installing the Media Feature Pack for Windows 10 version 1803: this advice targets an obsolete Windows release. Microsoft lists version 1803 support as ending November 13, 2019. Windows 10 22H2 was the final Windows 10 release for the normal Home and Pro lifecycle, which Microsoft lists as ending October 14, 2025. See Microsoft’s Windows 10 Home and Pro lifecycle.
- Deleting MTP UpperFilters or LowerFilters automatically: this is not Microsoft’s documented general fix for Code 19 or Code 31.
- Disabling driver-signature enforcement: this does not by itself repair the built-in MTP installation.
- Installing ADB or enabling USB debugging: these address Android development interfaces, not the Windows MTP driver.
- Using the old 2017 WPD incident as a current fix: Microsoft removed the incorrect driver, identified as Microsoft – WPD – 2/22/2016 12:00:00 AM – 5.2.5326.4762, from Windows Update on March 8, 2017. That historical incident is not a general Windows 10/11 solution.
Recommended order
- Unlock the device, select file transfer, and try a known-good data cable and USB port.
- In Device Manager, manually select the built-in MTP USB Device driver.
- Uninstall the failed entry and use Action → Scan for hardware changes.
- Run SFC and DISM if Windows’ built-in driver will not load.
- Collect filter information rather than deleting registry values blindly.
- Install a model-specific driver from the manufacturer only when Windows does not provide a compatible one.
FAQ
Why does my phone charge but not appear in File Explorer?
Charging uses the USB power connection. File Explorer requires the phone’s data interface to enumerate and the MTP driver to load. Try a different data-capable cable, select File transfer on the phone, and reinstall or manually select the MTP driver in Device Manager.
Where is the MTP device listed in Device Manager?
It can appear under Other devices when installation has failed, or under Portable Devices when Windows has identified it as an MTP device. The entry may be named MTP USB Device, the phone model, or an unknown device with a yellow warning icon.
Does USB debugging fix an MTP driver error?
No. USB debugging and ADB are separate Android development interfaces. They do not repair a failed Windows MTP installation.

Not as a routine fix. Microsoft’s documented remedies for the relevant Device Manager codes are driver reinstall and hardware detection. Registry filter changes are unsupported, case-specific interventions that can affect other devices.
Is the Media Feature Pack required for MTP on Windows 11?
The old advice to install the Media Feature Pack for Windows 10 version 1803 is obsolete. Start with Device Manager’s built-in MTP driver and use the manufacturer’s support resources only if Windows cannot provide a compatible driver.

For an MTP USB Device driver failure, start with Device Manager → Update driver → Browse my computer for drivers → Let me pick from a list of available drivers on my computer, then choose the compatible MTP driver. If that fails, uninstall the device and use Action → Scan for hardware changes. Check the cable and phone’s File transfer mode, repair Windows with SFC/DISM when necessary, and avoid automatic registry-filter deletion or third-party driver-updater tools.
