When buying property in Qatar with a mortgage, budget for separate government charges and lender costs. The Ministry of Justice announced a mortgage-registration fee of 0.025% of the secured debt amount; mortgage-contract attestation has its own listed fees, and banks may charge for items such as valuation or insurance. Document checklists also vary by lender, employment type and transaction. Get a current written fee schedule and case-specific document list from your chosen bank, and confirm government charges with the Ministry before filing.
Which mortgage fees should you budget for?
Do not treat the interest rate as the full cost of borrowing. Separate the government’s mortgage-registration fee, the government’s mortgage-contract attestation charge, and any lender charges. They cover different services and should not be combined into one estimate.
Mortgage registration: 0.025% of secured debt
The Ministry of Justice announced a mortgage-registration fee of 0.025% of the secured debt amount. Mortgage registration creates a real right in favour of the creditor over the property until the claim is satisfied. Confirm the fee’s current applicability and calculation with the Ministry before submitting the transaction; do not confuse it with sale-transfer charges or contract attestation. Mortgage-contract attestation: separate listed charges
The Sharek catalogue’s Ministry of Justice entry, dated 30 January 2025, lists QAR 100 for three copies, QAR 50 for each party, and QAR 50 for each additional copy for attestation of a mortgage contract. Bank charges, insurance and valuation
Lender costs depend on the bank and the specific offer. Ask for the current tariff in writing and check whether charges apply for management or arrangement, property valuation or revaluation, insurance, and early settlement. For example, Commercial Bank’s tariff says its mortgage customers cover the full cost of valuation or revaluation, with the charge based on property type and value; the reviewed tariff does not state a stable amount. Insurance conditions are also lender-specific. Doha Bank says property and life insurance are mandatory for its housing loan, and that property insurance is calculated on property cost. Its FAQ also says the bank holds original title deed and mortgage documents until settlement. These are Doha Bank terms, not a rule for every Qatar mortgage. Do not rely on expired offers as current quotes
Commercial Bank’s “Key to Home” offer listed a 3.45% annual rate fixed for two years and variable from year three, with a 0% management fee against salary income and a 0.5% fee against rental income. It also listed an early-repayment fee of 3% in the first two years, reducing to 2% from year three. The offer ran from 5 May to 30 September 2026 and had expired by 7 October 2026; these figures are an example of offer-specific terms, not a current quote. Commercial Bank offer terms.
Costs when the mortgage is released
Mortgage release is a later settlement-stage transaction, not an ordinary purchase-stage fee. The Ministry’s release service listing separately shows QAR 100 as a transaction fee and QAR 100 for issuance of a title deed and/or real-estate registration plan. What documents might the bank ask for?
There is no single document list established here for every lender or buyer. The following are Doha Bank examples, so use them to prepare but request the chosen bank’s own checklist for your employment status and property transaction.
Salaried applicant: Doha Bank example
- Signed, completed application form.
- Original Qatari ID; expatriates also provide an original passport with a valid visa.
- Salary certificate addressed to Doha Bank.
- Original bank statements for the last six months if salary is transferred to another bank.
- Liability letter from another bank if transferring a loan.
- Developer quotation.
- Copy of the sale-purchase agreement for a resale property.
Self-employed applicant: Doha Bank example
- Application form.
- Passport copy and valid visa for expatriates.
- Six months of personal bank statements and 12 months of business bank statements.
- Liability letter if transferring a loan.
- Audited financial statements for the last two years.
- Trade licence and commercial registration.
- Rental contract if rental income is being considered.
- Copy of the sale-purchase agreement for a resale property, and a quotation.

What is needed to attest the mortgage contract?
Government attestation paperwork serves a different purpose from a bank’s underwriting checklist. The Sharek catalogue lists identity proof such as a Qatari ID or passport; commercial registration for a commercial company; an establishment registration card for a legal entity without commercial registration; a commercial licence for professional activities; and a power of attorney when a representative signs. It also lists Arabic translation when the document is in another language and case-dependent documents such as inheritance inventory, minor-related documentation or approvals. - Required life and property insurance, premium basis, coverage and recurrence.

- The exact document checklist for your employment type and whether the property is new or resale.
