Apply WCAG 2.2 to mobile websites and apps, then account for how the experience is implemented: responsive web, native software, or a hybrid app may need different checks. W3C’s mobile guidance helps interpret WCAG in these contexts, but it is informative guidance—not a separate standard or a complete native-app accessibility manual.
Does WCAG address mobile accessibility?
Yes. W3C says mobile accessibility is addressed by existing accessibility standards, including WCAG; it does not define a separate set of W3C mobile-only guidelines. WCAG 2.2 is the normative standard. W3C’s mobile accessibility overview explains how established accessibility guidance applies in mobile contexts.
Mobile is not just a small phone screen with touch input. People may use speech, keyboards, other pointer methods, assistive technology, and platform accessibility settings. They may also use a device in conditions such as bright sunlight. Phones and tablets are central to this guide, though W3C’s broader mobile context includes wearables, connected TVs, car dashboards, and household devices.
First identify what you are building

W3C’s Guidance on Applying WCAG 2.2 to Mobile Applications discusses native apps, mobile web apps, and hybrid apps. It explains that a web page concept may correspond to an app screen or view; one screen can be considered the equivalent unit of conformance for one web page, while a set of screens may correspond to a set of web pages.

Use WCAG 2.2 as the baseline, not the whole native-app plan
The WCAG2Mobile document is a W3C Group Draft Note. It offers informative interpretation of WCAG 2.2 Level A and AA for mobile applications; it is not a normative standard and does not itself create conformance requirements. W3C also says it is not sufficient by itself to ensure a mobile app is accessible. The note excludes hardware aspects, implementation techniques, and Level AAA criteria, and does not describe how an app conforms to the note itself.
For non-web software, WCAG2ICT explains how WCAG 2 criteria can be applied to non-web documents and software, including mobile and native apps. W3C cautions that WCAG was developed for the web and WCAG2ICT does not cover every accessibility requirement for non-web information and communications technology. Use platform-specific guidance as well when a criterion or web concept does not map cleanly to native behavior. This standards guidance alone does not establish legal compliance in any particular jurisdiction.
Make content perceivable on mobile screens
Preserve orientation choice
WCAG 2.2 Success Criterion 1.3.4, Orientation (Level AA), addresses restricting display orientation. Unless a particular orientation is essential, design so people can use the experience in either portrait or landscape. Avoid locking the screen merely because one orientation is more convenient for the design.

Keep narrow layouts usable
Success Criterion 1.4.10, Reflow (Level AA), addresses presentation at narrow widths without unnecessary two-dimensional scrolling for ordinary content. Check that text, controls, and essential information remain available when the layout narrows or the user zooms. Verify the criterion’s exact conditions and exceptions in the normative WCAG text rather than relying on a general rule of thumb.

Do not assume ideal viewing conditions
Small displays and bright sunlight are among the mobile-use conditions W3C identifies. Check that text and meaningful interface information remain perceivable in realistic viewing conditions, and do not use color alone to communicate important state. Treat these checks as part of evaluating the experience, not as a substitute for assessing applicable WCAG success criteria.
Make every action operable without a particular gesture
Offer simple alternatives to complex gestures
Success Criterion 2.5.1, Pointer Gestures (Level A), addresses multipoint or path-based gestures by requiring a single-pointer alternative when the criterion applies. If a user must pinch, trace a path, or perform another complex gesture, provide a simpler way to accomplish the same task.

Do not make device motion the only control
Success Criterion 2.5.4, Motion Actuation (Level A), addresses actions triggered by device motion. Provide an alternative way to perform the action where the criterion applies, subject to its exceptions. A shake or tilt should not be the only way to complete an essential task.
Provide a non-dragging option
Success Criterion 2.5.7, Dragging Movements (Level AA), addresses dragging operations by requiring a single-pointer alternative where applicable. For example, if reordering or moving an item uses drag-and-drop, assess whether users can perform the same operation through a non-dragging control. Check the normative criterion for its scope and exceptions.

Success Criterion 2.5.8, Target Size (Minimum) (Level AA), sets a minimum-size requirement for targets subject to listed exceptions. Do not turn it into a claim that every control must meet one universal size regardless of context. Read the criterion’s actual threshold and exceptions, and assess whether controls are easy to select without activating a neighboring target.

Make forms and flows understandable
Avoid asking for the same information twice
Success Criterion 3.3.7, Redundant Entry (Level A), addresses asking users to re-enter information they have already supplied in the same process when the criterion applies. Carry information forward where appropriate instead of making people repeat a step.
Make actions and feedback clear
Check that controls have clear names and that users can understand their purpose and state. Make errors identifiable and explain how to correct them. These are practical checks within the broader WCAG baseline; no single design technique automatically establishes conformance.

A layout that looks good at one phone width can still fail when a person uses a different input method, changes orientation, zooms, or navigates with assistive technology. Build an evaluation around actual tasks as well as screen sizes.

- Identify representative tasks such as signing in, completing a form, finding content, and changing a setting.
- Check layouts at narrow widths and with zoom, and verify that content and controls remain available.
- Try both portrait and landscape where orientation is not essential to the task.
- Complete interactions without multipoint gestures, path gestures, device motion, or dragging when an alternative is expected.
- Check target sizing and spacing, form errors, carried-forward information, and the clarity of control names and states.
- Evaluate the native and web portions of hybrid apps separately as well as in the combined flow.
- Test with assistive technology and platform accessibility settings appropriate to the supported platforms; WCAG2Mobile is not a platform-by-platform implementation checklist.
