Mitel Semiconductor announced in 2000 that it planned to add 400 high-end engineering jobs in Ottawa—not that it is hiring 400 engineers now. The expansion was to include a planned 100,000-square-foot facility and, as described at the time, more than double the company’s local semiconductor workforce. The contemporary report does not establish whether the hiring target was met or the facility was completed.

What Mitel announced in 2000

In a report published the week of October 2, 2000, Site Selection said Mitel Semiconductor planned to add 400 high-end engineering jobs at its Ottawa operations. The source headline called the move a “Semiconductor Surge Spurring Mitel to Add 400 Engineers in Ottawa.” These were planned semiconductor engineering roles, not a present-day hiring announcement.

The company intended to house the hires in a new 100,000-square-foot facility, roughly 9,000 square metres. Site Selection said the planned hiring would more than double Mitel Semiconductor’s Ottawa workforce; that was an intended effect, not a verified final headcount.

Why Mitel chose Ottawa

Mitel president and CEO Kirk Mandy said Ottawa offered the skill sets the company sought and the ability to attract those employees: “We decided that Ottawa was the best place for this expansion, given the skill sets we were looking for and our ability to attract those employees.”

The report connected the company’s growth to demand for high-bandwidth interconnectivity. Mandy described the broader backdrop as “the beginning of a 10- to 20-year retooling of the global telecom infrastructure.” That was his assessment in 2000, not a current forecast.

The growth figures were reported at the time

Site Selection reported that Mitel Semiconductor had annual growth rates of almost 50 percent and that revenue had risen from US$40 million in 1992 to US$800 million by the time of the 2000 article. Those are figures published in that contemporary report; they should not be read as current growth or revenue figures for Mitel.

What the announcement does—and does not—confirm

The 2000 report documents a plan, not its eventual results. It does not confirm that Mitel hired all 400 engineers, that the Ottawa semiconductor workforce actually more than doubled, or that the proposed facility was completed and occupied.

Mitel’s later business context is different. In a September 15, 2026 announcement, the company described its portfolio as communications, collaboration, and contact-center solutions and named Jeroen de Witte as EVP of Engineering and Support, based in Ottawa. That announcement does not establish that Mitel currently operates a semiconductor business or has revived the 2000 hiring plan. Separately, Ontario’s December 1, 2025 announcement described a Marvell semiconductor R&D expansion in Ottawa and York Region; it is not the Mitel project.
