If you can’t find Add to shelf in Chrome on your Chromebook, use the current two-step route: create a website shortcut in Chrome, then pin it from Launcher. Google’s current instructions place shortcut creation under More > Cast, save and share > Create shortcut.
Pin a website to your Chromebook shelf

Open the website in Chrome.

Select More (the three-dot menu), then Cast, save and share > Create shortcut.

If you want, change the shortcut’s title, then select Create.

Open Launcher and find the new shortcut. If it isn’t immediately visible, search for the title you gave it.

Right-click the shortcut and select Pin to shelf.
The shelf is the row of apps along the bottom or side of the Chromebook screen. Once pinned, the shortcut stays there until you move or remove it. Google’s Chromebook shelf instructions document this current flow.
Why “Add to shelf” disappeared
Add to shelf was the older browser-menu wording for adding a website to the Chromebook shelf. Google’s current documented workflow replaces that one menu command with two actions: Create shortcut in Chrome and Pin to shelf in Launcher. If you’ve been looking under More tools, check Cast, save and share instead. A Google community answer from March 2024 also directed users to the Save and share menu.

The title-matched Chrome Unboxed article from June 27, 2018 describes the earlier change from Add to shelf to Create shortcut. Its separate-window workaround is historical guidance: Google’s current shelf instructions do not confirm that the same option is available now, so don’t assume it will appear on your Chromebook.
Shortcut or web app: which should you choose?
Choose a shortcut when you want a website link on the shelf. Choose a web app when the site offers one and you want its app experience; that is a separate Chrome action, not another way to pin an ordinary shortcut.

Web apps may offer capabilities such as offline access, notifications, file-system access, or icon badges, but those features are not guaranteed for every site. Some web apps also may not work fully offline. Google describes these possibilities in its web app help.

Google’s notice that Chrome Apps in the Chrome Web Store stopped working after December 2022 applies to Windows, Mac, and Linux. It does not say that website shortcuts or shelf pinning were removed from Chromebooks. Google’s Chrome Web Store help identifies the platforms covered by that notice.
