What the ad says about Mike Rogers
WIRED reports that the video pairs clips of Rogers praising the Patriot Act of 2001 with references to his later legislative proposals. The Patriot Act expanded law-enforcement powers after the September 11 attacks; WIRED says it allowed collection of Americans’ telephone data without a warrant.
WIRED also reports that Rogers introduced a 2011 bill that would have let companies share emails with the National Security Agency. In 2014, he introduced a different bill that would have ended “bulk collection of metadata,” but it never reached a vote. These are distinct actions: the 2011 proposal concerned company-to-NSA email sharing, while the 2014 proposal would have ended bulk metadata collection.
The ad also reprises a 2013 statement Rogers made while chair of the House Intelligence Committee: “You can’t have your privacy violated if you don’t know your privacy is violated.” WIRED reproduced that quotation; the underlying recording or transcript was not independently verified here. WIRED’s report is the source for the legislative history and quotation above.

Why the campaign connects the record to Flock cameras
The ad’s case is not that Rogers created or personally operates Flock cameras. Rather, El-Sayed’s campaign uses the controversy around surveillance technology to argue that Rogers’s past positions on government data collection are relevant to privacy now.
WIRED reports that police agencies say Flock cameras have helped reduce crime. It also notes reported cases of officers using the cameras to stalk former partners and cases in which suspects were misidentified, developments that have prompted opposition. Those examples illustrate concerns about use and oversight; they do not establish how common misuse or misidentification is.

What Rogers’s campaign says
A Rogers campaign spokesperson told WIRED that Rogers “vehemently opposes unchecked use of Flock cameras to track law-abiding citizens.” The spokesperson also noted that Rogers left Congress before the technology was founded in 2017. That statement is the campaign’s response on Flock cameras; it is not, by itself, an independent account of Rogers’s full surveillance record or a complete statement of his privacy policies.
How to assess the competing claims
- Separate government powers from private-camera oversight. The Patriot Act and the bills WIRED describes concern government access to data. Flock is a camera technology used by police agencies. The ad links them through the broader issue of privacy, but they are different systems and policy questions.
- Distinguish a proposal from a law. The 2011 bill described by WIRED would have permitted a form of company-to-NSA email sharing; it should not be described as an enacted policy. The 2014 bill to end bulk metadata collection did not reach a vote.
- Read the slogan as campaign framing. “Mike Rogers is watching you” compresses a political argument about past positions and current anxieties. It does not establish that Rogers personally watches voters.
- Keep the counterargument in view. Rogers’s spokesperson’s opposition to unchecked camera use addresses one current technology. It does not erase the historical record the ad cites, nor does the cited record alone settle his present position on every surveillance policy.
Where the ad fits in the Michigan race
WIRED described the Senate contest as close and said the ad aims to connect Rogers’s past legislative record with present privacy concerns. The Associated Press reported on October 5, 2026, that El-Sayed had defeated Rep. Haley Stevens in the August Democratic primary and was working to consolidate Democratic support against Rogers. AP said the first debate was scheduled for October 8; that was a scheduled event, not a confirmed occurrence in the report. The Associated Press’s October 5 report covers the campaign context.

The surveillance blitz is one part of El-Sayed’s contrast strategy. A separate campaign release on September 30 criticized Rogers’s support for NAFTA and presented the campaign’s jobs-and-trade message. That release shows another line of attack, but it is not evidence about the surveillance ad or independent verification of its economic claims. The campaign’s NAFTA release is the source for that separate message.
