Microsoft announced a €4.3 billion investment initiative in Italy on 2 October 2024, calling it the largest investment it had made in the country to that date. The two-year initiative covers expansion of cloud and AI data-center infrastructure and digital-skills programs; Microsoft did not disclose the full amount as a construction-only budget. Its training pledge and a later San Bovio project update need to be read with their dates and limits in mind.
How much is Microsoft investing in Italy?
The announced figure is €4.3 billion over two years. Microsoft described it as its largest investment in Italy to date in its 2 October 2024 announcement. It is a company-stated investment initiative, not a separately verified account of money already spent.
The package includes both infrastructure expansion and skills activity. Microsoft has not said that all €4.3 billion is allocated to building data centers, nor has it provided a detailed public breakdown of the amount by project or activity.
What will the investment fund?
Cloud and AI infrastructure
Microsoft said it would expand hyperscale cloud and AI data-center infrastructure in Italy. The company described its Italy North region as set to become one of its largest data-center regions in Europe. It said the region would support European data-boundary requirements and serve demand in the Mediterranean and North Africa. These are Microsoft’s stated plans and intended roles, not independently measured outcomes.

Digital-skills training
Microsoft pledged in October 2024 to provide digital-skills training to more than one million Italians by the end of 2025. In September 2025, the company said its earlier National Skills Initiative had reached more than 700,000 people and announced Elevate, with a new target of training more than 400,000 people in Italy over the following two years. The 700,000 figure is Microsoft’s progress report; it does not independently establish whether the original one-million pledge was completed by its deadline. The National Skills Initiative and Elevate are separate programs with different targets and timeframes. Microsoft’s 2025 Elevate announcement also reported adoption and skills figures from its AI Skills 4 Agents Observatory, rather than from an official national statistical agency.
Where are Microsoft’s Italian data centers?
Microsoft’s Italy North data-center region is the infrastructure initiative identified in the 2024 announcement. The company later described San Bovio, in Peschiera Borromeo near Milan, as a separate, additional data-center project expanding Italy North.

San Bovio: approvals and construction status
In a July 2026 update, Microsoft said the approval process had concluded favorably in June 2026 and that initial work was planned to start in September 2026. That is a planned start, not confirmation that work began. As of 4 October 2026, the available update does not verify that construction is underway.
What do the figures about AI’s economic impact mean?
Microsoft’s 2024 announcement cited a joint study by TEHA Group and Microsoft Italy. These are estimates and reported survey findings, not observed results caused by the investment:

- The study estimated that AI could add up to €312 billion in annual GDP over 15 years, an 18.2 percent increase.
- It estimated potential added value of €122 billion for SMEs and Made in Italy companies.
- It reported that 63 percent of Italian entrepreneurs acknowledged a lack of generative-AI skills.
- Among companies using AI solutions, 47 percent reportedly saw productivity increases above 5 percent, while 74 percent reported gains above 1 percent.
The announcement also associated about 3.7 million workers potentially leaving Italy’s workforce by 2040 with €267.8 billion in GDP at current productivity levels. Microsoft’s cited passage does not identify the author of that estimate. None of these figures should be treated as a forecast of what the €4.3 billion initiative itself will deliver.

What Microsoft says the investment is intended to achieve
Brad Smith, Microsoft’s Vice Chair and President, said the investment “underscores our long-standing commitment to Italy’s digital transformation.” He also said the company intended to expand access to AI technology and expertise for government, businesses and workers. Those statements describe Microsoft’s rationale and aspirations; they are not independent evidence of jobs, productivity gains or broader economic outcomes.
