Microsoft is not walking away from Copilot+ PCs. In an October 7, 2026 post on the Windows Experience Blog, Pavan Davuluri, Executive Vice President, Windows + Devices, described Copilot+ PCs as a core device category for what Microsoft calls Windows hybrid intelligence. The company says Copilot features powered by that approach will begin rolling out on Copilot+ PCs “in the coming months.” It also says the rollout’s availability and timing may vary, so the announcement confirms a direction and a set of planned capabilities, not a finished feature set on every machine.
What Microsoft announced
Davuluri’s post frames Windows hybrid intelligence as a platform in which AI agents run locally when that makes sense and reach the cloud when they need to. For Copilot on Copilot+ PCs, Microsoft describes three capabilities:
- Local context. Copilot draws on relevant files and recent PC activity.
- Local actions with permission. Copilot can act across Windows, but only with the user’s approval.
- Local models combined with cloud intelligence. AI models run on the PC, with cloud compute used as needed.
Microsoft summarizes the design in one sentence: “Copilot understands your PC, takes action with your permission, and uses local models when it makes sense, with you in control at every step.”
Note what that wording does not say. Microsoft does not promise that all Copilot work stays on the device. The cloud remains part of the design, and the announcement describes local and cloud compute as working together. If on-device processing matters for your use, check the specific feature’s behavior once it ships rather than assuming it.

Rollout timing and the availability caveat
The rollout is future tense. Microsoft’s footnote states that “Availability and timing may vary by device, market, and silicon platform,” and it requires Windows Update to receive the features. The announcement does not give a launch date, a list of eligible models, or a feature-by-feature schedule.
In practice, that means the category can be active while individual features arrive at different times on different hardware. A feature visible in one country or on one processor family may not appear on another machine with the same Copilot+ label.

The numbers, and who said them
Three figures are circulating. They come from different sources and carry different weight, so they should not be merged into one claim.

The headline’s “tens of millions” phrasing therefore rests on a press report of spoken remarks. It is consistent with the company’s positioning, but it is not in the blog post, and it should be quoted as what Davuluri was reported to have said.

Is the Copilot+ PC category being abandoned?
The evidence points the other way. Microsoft’s October 7 post links Copilot+ PCs to its hybrid-intelligence roadmap and cites usage and business-share figures to support the category. Microsoft names Acer, ASUS, Dell, HP, Lenovo, and Microsoft Surface among Copilot+ PC makers.
What the announcement does not establish is model-by-model eligibility. Being a Copilot+ PC maker does not by itself tell you which machine will receive which feature, or when. Treat the category as active and the individual feature list as provisional.

What the announcement does not establish
- Actual rollout completion. The post describes plans, and the rollout was still described as expected at the time of publication.
- Per-model support for any Copilot feature.
- That every task remains on the device.
- Independent verification of the usage or shipment figures. Each comes from Microsoft or from a secondhand report of its executive’s remarks.
- Any independent testing. The event demonstration reported by Windows Latest was a demonstration, not a benchmark or a product review.
What to check if you own or are buying a Copilot+ PC
- Install pending Windows updates. Microsoft’s footnote says Windows Update is required to receive the rollout.
- Confirm the exact model’s Copilot+ status on the manufacturer’s own specification page, not from a category label alone.
- Expect staggered arrival. Features may differ by market and by processor platform, even among machines with the same name.
- Read each feature’s data behavior when it ships. Microsoft describes combined local and cloud processing, so the location of processing depends on the feature.
Microsoft’s message is that Copilot+ PCs are staying in the plan. The timing, the per-device list, and the independent proof of adoption are still to come.
