Yes. Microsoft reported in April 2023 that a subgroup it tracks as Mint Sandstorm had shifted from reconnaissance to directly targeting U.S. critical infrastructure organizations during 2022. The reported activity included energy companies, seaports, transit systems, and a major utility and gas company. That reporting does not establish that the subgroup caused a destructive outage or other confirmed physical disruption.

What Microsoft reported about Mint Sandstorm

SecurityWeek’s April 2023 report described a Mint Sandstorm subgroup moving beyond reconnaissance to target U.S. critical infrastructure. It said the subgroup adopted proof-of-concept exploit code against internet-facing applications more quickly than in earlier exploitation activity involving ProxyShell and Log4Shell. The available reporting does not provide enough detail to identify particular exploited flaws or add further victim claims.

The sector examples included energy companies, seaports, transit systems, and a major utility and gas company. “Targeting” describes the reported focus of the activity; it should not be read as proof that an attack succeeded, disrupted operations, or damaged equipment.

How the 2022 report differs from later warnings

Later U.S. government advisories describe other periods and broader Iranian cyber activity. Their attribution and findings should not be folded into Microsoft’s account of the Mint Sandstorm subgroup.

What infrastructure operators can do

The agency recommendations address account security and preparedness, rather than prescribing a particular commercial product.

  • Strengthen account access: CISA recommended strong passwords and a second form of authentication in its October 16, 2024 advisory on brute-force and password-spraying activity.
  • Review exposed systems: In its June 30, 2025 warning, NSA identified weakly secured networks and internet-connected devices, outdated software, and default or common passwords as risk factors.
  • Refresh response plans: NSA urged infrastructure operators to review security weaknesses and update incident-response plans so teams are prepared to respond to a potential intrusion.

These steps are prudent in light of the advisories, but they do not show that the later activity was carried out by Mint Sandstorm or that the 2022 targeting caused an outage.
